Even if they could get the parole for those arriving before 2009, that could solve a lot of problems, especially for people who have been out of status for the longest time you can imagine. I would not expect them to be getting green cards that easily either like you have hinted, but being able to get parole could at least show some light at the end of the tunnel in my opinion.
