I haven't read the constitution. In my view, Nepal needs directly elected president system desperately. So that the president can appoint qualified people in the appropriate fields in his cabinet. Right now most of the samsads who become ministers have no clue about their field of ministry. It has really become a joke. And, that is also a problem in India for the last 70 years of their practice. You need qualified people to get the job done as simple as that! You may say that minister can hire qualified people to work for him, but he may not follow the best solution adviced by his subordinate because of his ego or political reasons.
