We'd be rather talking about timing to pass the bill than the chances. Chances are there, but timing is hard Unless they combine DACA and TPS on the Covid relief bill which Congress believes can be done by March 14, 2021.
After the Covid relief bill, Congress wants to tackle the infrastructure bill by the summer.
The problem is if DACA and TPS bills do not pass or see any movement before April 1, 2021, as we all know there are few legal issues with Supreme Court regarding DACA and TPS, and those decisions are about to be done before summer.
In my opinion, they will combine with the covid relief bill, it's the year of the OX anyway.
