If you were out of status prior to receiving TPS, no matter what you do (travel with AP and re-enter), you still be out of status once TPS expires. Also, if you enter without inspection (swim Rio Grande) you still be wetback after TPS expires. So basically Trump is making real hard (actually enforcing INS rule) for TPS holders who were out of status/illegal before to adjust status, but it will still be case by case decision.
