The best way is to apply for her permanent resident card. She might have to wait little longer if you or your sister have green card only. It would be much faster if one of you were US citizen.

I don't think reason #2 and #3 have anything to do with her tourist VISA. It is obvious, if your children are residents of the US, there is less chance you will return Nepal.
