***Sharing my experience from NC.***

Went to DMV a couple of weeks ago for DL renewal with Federal Register notice but was denied by the supervisor saying I needed the TPS approval and EAD. I then inquired about it on NCDOT.gov (contact us) and got the following response.
"According to the Federal Register guidelines, yes, you are entitled to an extension. You will not need anything other than your expired DL and EAD card. If you get resistance while at the DLO, please call us and give them the name of the Examiner and your office location, and we will call that office and assist with your issuance."

I printed the response and went to DMV again. They were hesitant at first but when I showed the above response, they agreed and renewed by DL until Dec. My DL had already expired when I went for the second time.
Hope this helps for anyone in the same situation.

Update: My TPS and EAD got approved today :)
