Need to buy one for my mom with 2 main criterias: need to get very good scrubbing action(as if from a hand wash) and need to be able to wash just 2-3 clothes daily with very little water consumption.

Try getting a front loader instead of top loader this will save water. But the "hand scrubbed" part is almost impossible to achieve. If the clothes arent dirty the machine will do the job. They wont like the way the clothes are cleaned first, but eventually it all works out. Thats what happened to my house.
