Can we file TPS if we travel to Nepal after 24th June and come back US later to file TPS before December 21st ?

No, you can't. You must maintain continous residence in US after TPS was approved for Nepal i.e. from June 24th. If you leave US after 24th of june you loose your right to apply for TPS.
