It is Co-Operative.

Some of the co-operative are working but rest of them are merge to other organizations.

Any money that is from government will go down the drain. Co-operative concept is to build enterprenuer ship where people do not have money and skill, where peoples and government has mutual interest. Now Nepal does not need money to put on such programs because if it is profitable Nepali has enough money to invest.

It is nothing but to make their  party people fat and in within short period all the money will go down the drain. So it is nothing but to award party people with government moeny.

It will be like "[Disallowed String for - use of word not allowed]ko kanpat samateko" , it is part of corruption disbursing government moeny to party people.
