Different airlines have different limits for luggages. Best thing is to call your airlines and get the authentic answers.

american airlines will allow only 1 luggage per passenger, 1 hand carry and a laptop bag. I don't know about other airlines.

Visa status B1,B2, F1,F2 or Z1Z2 or anything has nothing to do with baggage allowance. Normally, all transatlantic flights let you travel with 2 checked baggages (excepttions see below). You can find that info in your e-ticket too. Here are few links.

Exceptions: Situation is worse SOMETIMES  when it is a restricted tickets sold by travel agents. I have never found airline website selling tickets restricting their "general" published baggage policy. Travel agents may get cheaper tickets in some form of auctions(? IDK) and the catch is that such passengers will not get hotel in transit [e.g. my experience, Qatar Airways provides hotel in Doha for transits over 12 hrs but I did not get it :- (, I did take two checked bags though ]. If you are buying through travel agency (not directly from airlines website) ask them about baggage policy, which may be different sometimes.
