 Location requirement in city ordinance

I just bought a store in the city of Richmond, Texas. I'm trying to get a permit for game machines but they have strict ordinance for Amusement redemption machine establishment. http://www.richmondfd.com/permit_forms/ORD_2012-19_arme_ord.pdf Location requirement according to the ordinance: A amusement redemption machine establishment may not be operated within a radius of 500 feet of an established church, school, day care or hospital or within radius of 1,500 feet of another amusement redemption machine establishment. They are claiming that my store is within 500 feet of a daycare. But when I measure the distance using google map it's more than 500 feet. How am I suppose measure the distance?

Is it even legal for the city to say you can not have another Amusement redemption machine establishment within 1500 feet? Does the city ordinance violate antitrust law? Can I get em?
