Hi Guys,
Do you know any university that gives full scholarship and benefits for Phd in electrical and Electronics Engineering?
It will be helpful if you know someone already enrolled with good benefits.

 if you get into phd program in any school, then it will definitely be a full scholarship with some stipends. now the question is which part of usa you want to do the phd. that's how you can narrow down your search for school.

 any part of usa is fine. need to know a school where it is easy to get stipend.

i might be wrong but i just feel like your plan to go for phd is in preliminary stage.
there are variety of things which will lead you to choose a particular school out of many such as your gpa, gre score(s), and how smart you think of yourself. if you think of yourself as a very smart, has great gpa and gre scores, then you can apply in top-notch schools such as MIT, caltech or others. 
most of the people who wants to go to grad school apply for 4-7 schools and if luckily gets offer from more than one school, get he gets chance to choose.
Another important things to consider while looking for phd program is to figure out if the school has research program that you are interested in or not. you don't want to stuck in the research for approximately 5 years in which you don't want to work.....

 its not for me, its for somebody else. I just wanted to give them the names. they will weigh the options.
