why would they ask for biometrics even for status change such as f1-f2 or visa vis?

i thought it was for green card holders applying for citizenship.

 As much frustrated as you must be , you dn't question USCIS- u just do what needs to be done!!!

 yep! since u realized i am frustrated but don't want to know the source of frustration-ur suggestion is not very helpful. so, keep it with ya-u won't get frustrated like me:(
