Peaceful Resolution of Nepal's Conflict: The Prospects

Synopsis:
The eight-year old Maoist insurgency, in addition to weakening the Nepali government, has also called into question the very survival of the country as an independent and sovereign nation. Hence it is important for every Nepalese and to every friend of Nepal and the international community that a peaceful solution be found to resolve the ongoing conflict.

Three rounds of peace talks between the Maoists and three separate prime minister-led-governments have failed. Today, the ball is back in square one with Prime Minister Sher Bahadur Deuba, who held the first round of failed peace talks is back in Singha Durbar with the mandate of restoring peace "to the extent possible" and of holding general elections by April 2005. So far he has garnered the support of three other political parties and laid some groundwork for peace (such as the formation of a high-level peace committee and the establishment of a peace secretariat) and has urged the Maoists to come for peace talks. The Maoists; however, have not responded and at the moment the prospects for a peaceful settlement of Nepal's internal conflict seems difficult.

The speaker will discuss 1.) the prospect for resolution of the conflict in view of the major contentious issues that have obstructed the peace process, 2) the chances of holding polls without first settling the conflict, and 3.) the impact of the continued violence on Nepal's future.

Speaker: Narayan Khadka
Narayan Khadka is a Central Committee Member, Nepali Congress (Democratic) and has been active in politics since his student days in the 1960s. He is an economist by profession. He was the Chief Advisor to the Prime Minister (1999-2000) and Vice Chairman, National Planning Commission (2002). He has led several Nepali Delegations to UN conferences and World Summit on Sustainable Development. He has published books such as Foreign Aid, Poverty and Stagnation in Nepal (New Delhi: Vikas Publishing House, 1991); Politics and Development in Nepal (New Delhi, Nirala Publishers, 1994); and Foreign Aid and Foreign Policy: Major Powers and Nepal (New Delhi: Vikas Publishing House, 1997). He has also published many articles in international journals published from the United States, England, Canada, Australia, Germany, South Korea, The Philippines, India etc. on a wide range of topics in political economy and international development. He is also the Chairman of Valley Public Library Society.
