Your friend can go back to Nepal and attain the similar process like all DV lottery winners do. But the catch is your friend is subject to inadmissionability due to overstay which is 3 to 10 years ban depending upon the length of over stay. There is no other way around. I agree with wonton that only way is to get a bonafide marriage with a US Citizen.
