It's sad that people stoned at the escorts of king's car. We're creating this bad culture. But I'm still against monarchy system. It just creates slavery.

I don't want to sing the song or anthem saying that king is on my head and I put my head on queen's foots (I heard this from Bhutanese song, youtube video, posted by I_nepali). We had many patriotic songs made like that. King and the whole royal people never give damn about the poor people. They just never cared, and are never going to care. I've never heard king helping poor people. Whenever some news get published about poor people asking for help either from diseases, or children's conditions or others, they just turned blind. But people of Nepal always gave donations and tried to help them. The government also didn't do much. A classic example of it is government's decision to provide 2 crore for helping wealthy person like king's sister.

It's just enough, and we need a change. From Prithvi Narayan shah's time, I've not heard single time king going to help people.

I'm against monarchy.

Forefathers also bear the responsibility for the current situations. Otherwise, there won't be a need for revolutions, and present chaos. Congrats to you also. We all are living in illusion as some believing that king will save us and some others. May be forefathers spent blood and sweat, but they made a major mistake somewhere leading to a failed state as now. I don't know what new Nepal talking about. It's not going to happen some time soon, and no one has even made a plan for it. What everyone doing is talking about a dream without a plan. Dreaming is not bad, but we all know how hard is it to change into a reality.

you're right maddogg, my great grand dad enjoyed rana regime, and my grand dad enjoyed panchayat. Wow, all those were golden era of Nepal. Nepal flourished in these time. Sad, I supported democracy and immediately after 1990, we realized that we went so much behind in the race of development. We should have just shut off ourself from all the news and not talk about our rights before 1990. Wish how peaceful Nepal could have been my now and how much progress we could have made.

Let's again sing the song putting our heads in the foots of king and queen. They will save us from every danger, and protect us from every suffering.

Nepal before and after King Gyanendra I have seen it.................. the problem is have you??????
so in your point Nepal was doing great before Gyane????? wow buddy what can I say to you..............well just to refresh you .......before King Gyanendra even cane to the picture.......... people took the power from King Birendra (BIRE CHOR DESH CHHOD, PAMPHA DEVI MURDABAAD) (DEMOCRACY JINDABAAD......PANCHAYAT MURDABAAD) ANY FLASH BACK BRO???
so we elect leaders and let then run the country....am I right so far????? ............but seeing most nepali people dont even know the meaning of democracy and what good it can do.....these leaders raped nepal with corruption, afer that all the different parties (SPA) did was pull eachothers leg to gain the power and peice of bonous(MONEY AND LUXURY) that came attached with the power .............Unnoticed the effect of these lawless corruption gave birth to maoists......a small band of unsatisfied people.......
the leaders wer busy engaging in the power struggle.....election after election........One party starts something but before it is completed there is election and new party halts everything.....the rott goes over and over..unchecked and un concerned by the government the maoist faction grows in number and power day by day .....untill they get the governments attention after killing a lot.........WAR IS ON BETWEEN THE POLITICAL LEADERS RUN GOVERNMENT AND THE MAOIST as they are now termed terrorists by the government and the international communities.............................Sadly.......King birendra and almost all his family is murdered..............same people who hated him ...mourned his death like they mourn their own father by shaving their heads and mourning for 13 days.........Situation worsens in Nepal ....thousands die...the government can do nothing ....corruption is at its highest and people have started to loose hope............Without Warning King Gyanendra steps in Sacks the current government...........order harsher battles by the armed and security forces against the maoist factions ...who see defeat comming soon..
they out of desperation start killing more innocent, abducting children from schools to fight and get help from india secretly........politicians are mad with this new change.....
ask India to help them........KIng warns India in the SAARC meeting to stay away from Nepals internal matters............King visits all over Nepal despite security concerns....
Birendra hardly did that................he is desprately trying to bring the maoist to stop and bring peace back.................IN INDIA....sworn enemies...the maoist leaders and the SPA thugs form an alliance ....a very strong one.........LOL its like eating your own shit when you are starving................thats how desprate these SPA LEADERS were for power................everything the king does.....they counter it so to make sure that the king doesnot succeed.......KIng Desprately tries but these leaders along with India support block all his efforts......India stops vital supply of daily needs ( BLAME THE KING)

The king had the armed forces under him, He could have ordered MARSHALL LAW and created havoc and death everyhwere he wanted with such power under him.......his one command was enough for the army and the armed security forces to unleash hell to the unruly rioting anti king crowds...just like in Burma......what has the international community done for burma who still has a military rule where thousands die unaccounted for huh ??????... मुलुकमा संविधानसभा निर्वाचन हुन नदिने अनेक षड्यन्त्रहरू भइरहेकै बेला मलाई २०३६ सालको जनमतसङ् ग्रहताकाको एउटा घटना सम्झना भइरहेछ । म त्यसताका इन्धन संस् थानको महाप्रबन्धक -जीएम) थिए“ । मेचीदेखि महाकालीसम्म कार्यक्ष्ँेत्र भएकाले देश दौडाहामा गइरहन्थ“े । जनमतसङ् ग्रहको घोषणालगत्तै म धनगढी पुगेको थिए“ । त्यहा“का पाण्डे थरका अञ्चलाधीशले आएर भने, "कोइरालाजी, तत्काल काठमाडौ“ गइहाल्नूस् । गृहमन्त्रीको फोन आएको थियो । अति जरुरी छ रे †"

गृहमन्त्री थिए, नवराज सुवेदी । उनी मेरा सहपाठी थिए सानैदेखिका । मैले धनगढीबाट उनलाई फोन गरे“ । "कतै अलमल नगरी तुरुन्तै काठमाडौ“ आइहाल्नुपर्‍यो," सुवेदीले भने । म डराए“ । परविारमा कतै अनिष्ट पो भएछ कि भन्ने आशङ्का भयो । खास कुरा के हो भनेर मैले गृहमन्त्रीस“ग सोधे“ । उनले भने, "यहा“ प्रधानमन्त्रीले खोज्या खोज्यै छन् । आइहाल्नूस् ।"

म सेनाको 'स्काई भ्यान' मार्फ तत्काल काठमाडौ“ फर्कें । र्सर्ूयबहादुर थापा थिए, प्रधानमन्त्री । भोलिपल्ट बिहानै सरासर प्रधानमन्त्री निवास पुगे“ । केही मन्त्रीलगायत थुप्रै मान्छेको भीड थियो । देशको प्रधानमन्त्रीले मजस्तो जीएमलाई किन खोजेका होलान् भन्ने कौतूहल थियो मनमा । केहीबेरमै प्रधानमन्त्रीका पीए नरेन्द्र कटुवाल आएर भने, "आज प्रधानमन्त्रीले कसैलाई पनि भेट्नुहुन्न । तपाईंहरू जानुभए हुन्छ ।" अन्य आगन्तुकस“गै म पनि र्फकने तयारीमा थिए“ । तर, कटुवालले च्याप्प मेरो हात समाते । अरू सबै गइसकेपछि उनले भने, "तपाईं एकछिन बस्नूस् । प्रधानमन्त्रीज्यूले भेट्न खोज्नुभा'छ ।" केहीबेरपछि प्रधानमन्त्रीले माथि बोलाए । "तपाईं नै हो जीएम -" उनले भने । प्रधानमन्त्री केही भन्न खोज्दै थिए तर अकमकाए । "ठीक छ, अहिले नै गएर वनमन्त्रीलाई भेटिहाल्नूस्," उनले आदेश दिए ।

आज्ञा शिरोपर गर्दै म सरासर वनमन्त्रीलाई भेट्न मन्त्रीनिवास पुगे“ । 'प्रधानमन्त्रीले पठाएर आएको,' मैले जानकारी गराए“ । तर, वनमन्त्री मकेश्वरप्रसाद सिंहले पनि केही भनेनन् । "प्रधानमन्त्रीले नै सबै कुरा भन्नुभएन र -" उनको प्रत्रि्रश्न थियो । मलाई दिक्क लाग्यो । खास कुरा बुझ्न सकेको थिइन“ । पुनः सरासर प्रधानमन्त्रीकहा“ गए“ । दोस्रँेपटक चाहि“ प्रधानमन्त्रीले खुलेरै भने, "जनमतसङ्ग्रह आउन लाग्यो । हामीस“ग पैसाको कमी छ । तपार्इं इन्धन संस् थानमा हुनुह“ुदोरहेछ । त्यहा“ त पैसा उठ्छ रे † काठ भारत निकासी गर्दा पैसा आउ“छ रे † काठको रोयल्टी अलि बढी उठाउनुपर्‍यो नि, कसो - अरूलाई पनि उठाउन भन्या'छु ।"

म त छा“गाबाट खसेझै“ भए“ । "प्रधानमन्त्रीज्यू, मैले अहिलेसम्म नगरेको काम । एकाधले गरे होलान् तर यसबारेमा मलाई थाहा भएन," मेरो यस्तो जवाफ सुनेर प्रधानमन्त्री थापा एकाएक ताते । राजाबाहेक अरूको नाइनास्ती नसुन्ने प्रधानमन्त्रीले कड्कि“दै भने, "हर्ेर्नूस्, पैसा चाहिएको भन्या सरकारलाई हो । तपाईंले उठाउन सक्नुहुन्छ भने उठाउनूस्, सक्नुहुन्न भने अर्को मान्छे ल्याएर भए पनि उठाउनु त पर'िगो । गर्ने/नगर्ने निर्ण्र्ाागर्न तपार्इंलाई म २४ घण्टाको म्याद दिन्छु ।"

मैले भने“, "गर्दै नगरेको काम कसरी हुन्छ भनौ“ -" मेरो कुरा भुइ“मा खस्न नपाउ“दै प्रधानमन्त्रीले भने, "त्यसैले त तपाईंलाई २४ घण्टाको म्याद दिएको हो । सोच्नूस् । " म बडो अप्ठ्यारोमा परे“ । मेरा केही मित्रहरू दरबारनिकट थिए । मलाई जुन काम गर्न भनिएको छ, त्यसमा दरबारको सहमति छ कि छैन - राजालाई जानकारी छ कि छैन - आदि जिज्ञासा तिनै मित्रहरूमार्फ राजासम्म पुर्‍याए“ । काठ भारत निकासी गर्न दिएर पैसा जोहो गर्ने सर्न्दर्भमा दरबारको असहमति नरहेको खबर मलाई मित्रहरूले सुनाए । अर्थात्, प्रधानमन्त्रीले जुन काम मलाई अह्राए, त्यसबारे दरबारलाई पनि जानकारी रहेछ । त्यसो हो भने 'लौ त गर्नैपर्‍यो' भन्दै म धनगढीतर्फलाग्ने सुरसार कस्न थाले“ ।

सुदूरपश्चिममा त्यहीबेला राजाको सवारीको पनि तयारी हु“दै थियो । प्रधानमन्त्रीले 'तपार्इं भोलि नै धनगढी पुग्नूस्, हामी पनि आउ“दैछौ“' भनेका थिए । तर, राजाको सवारी हुने भएकाले जहाजको टिकट 'प्याक' थियो । "कसरी भोलि नै पुग्न सकिन्छ र -" मैले भने“ । प्रधानमन्त्रीले जङ्गि“दै भने, "जसरी भए पनि पुग्नूस्, त्यो तपार्इंको ड्युटी हो, मलाई थाहा हुने कुरा भएन । " लखनउबाट दिल्ली हु“दै महेन्द्रनगर पुग्दा प्रधानमन्त्री थापा दरबारका सचिव रञ्जनराज खनालस“गै एयरपोर्टमा भेटिए । "ल आजैबाट काम थाल्नूस्," थापाले आदेश दिए ।

महेन्द्रनगरमा इन्धनका क्षेत्रीय प्रबन्धकलाई प्रधानमन्त्रीले भनेका सबै कुरा सुनँए“ । अञ्चलाधीश र प्रमुख जिल्ला अधिकारीलाई सबै कुरा थाहा भइसकेको थियो । उनीहरूले मेरो खातिरदारी पहिलेभन्दा भव्य गरे । तर, धनगढीका तत्कालीन अञ्चलाधीश रत्नबहादुर गुरुङलाई मेरो 'मिसन' बारे जानकारी रहेनछ । उनले बखेडा झिके । शान्ति सुरक्षाको कुरा उठाएर मलाई धनगढीमै रोके । कहा“सम्म भने, सेनामार्फ साङ्केतिक भाषामा मेरो गतिविधि श्ाङ्  कास् पद भएको खबर दरबारमा पुर्‍याए । दरबारबाट 'दिनेशलाई काम गर्न दिनू' भन्ने सङ्केत प्राप्त भयो । महेन्द्रनगर, धनगढी र नेपालगन्जबाट रकम सङ्कलन गरयिो ।

सङ्कलित रकम एउटा ब्रिफकेशमा राखेर म जहाजमा र्फकंदै थिए“ । गर्नैनहुने काम गरयिो भन्ने ग्लानिले हो या अरू के कारणले हो, मलाई बिसञ्चो भयो । काठमाडौ“ अवतरण गरेर घर पुग्नासाथ मैले डाक्टरलाई फोन गरे“ । उनले 'हाइपर टेन्सन' भएको बताए । लगत्तै म वीर अस्पताल भर्ना भए“ । प्रधानमन्त्रीका पीए नरेन्द्र कटुवाल दौडदै अस्पतालमै भेट्न आइपुगे । उनले 'प्रधानमन्त्रीले सञ्चो-बिसञ्चो सोध्नुभा'छ, ठीकठाक छ -' भन्दै अन्त्यमा पैसाकै कुरा उप्काए । मैले भने“, "म अस्पतालमा छु । पैसा घरमा छ, भाइलाई खबर गर्‍या'छु । दिउ“सो आउनूस्, उपलब्ध गराउ“छु ।" दिउ“सो कटुवाल पुनः वीर अस्पताल आए । मैले एउटा ब्रिफकेश उनको हातमा थमाइदिए“, जुन सोझै प्रधानमन्त्रीकहा“ पुग्यो । त्यसमा त्यस् तै बाइस लाख रुपिया“ थियो । म एक जनाबाट त्यति रकम जम्मा गर्नेहरूले मुलुकभरबिाट निर्दललाई जिताउन कति रकम जम्मा पारे होलान् -

व्यापारमा राजाको लगानी पन्ध्र अर्ब
सूर्य थापा

गरीब देशका धनी राजा ज्ञानेन्द्रले उद्योग-व्यवसायमा अर्बौं रुपियाँ लगानी गरेका छन् । यति मात्र होइन, पछिल्लो कालमा उनले प्रायःजसो कम्पनीमा रहेको आफ्नो शेयर एक मात्र छोरी पे्ररणा राज्यलक्ष्मी सिंहका नाममा नामसारी गरेको विवरण प्राप्त भएको छ ।
२४ वटा कम्पनीको शेयर लगानी विवरण हेर्ने हो भने राजा र राजपरविारको करीब १३ अर्ब लगानी स्पष्ट देखिएको छ । विवरण प्राप्त हुन बाँकी अन्य कम्पनीको समेत कुल १५ अर्बभन्दा बढी लगानी रहेको पुष्टि हुन्छ ।

भतिजाको शेयर छोरीलाई
संयुक्त विदेशी लगानी भएको नबिल ब्याङ्क स्थापनालगत्तै प्रथम सार्वजनिक बिक्री प्रस्तावअन्तर्गत एक हजार पाँच सय कित्ता शेयर राजा वीरेन्द्रका सन्तान दीपेन्द्र, नीराजन तथा श्रुतिका नाममा जारी गरएिको थियो । त्यसपछि पटक-पटक गरी प्रत्येकका नाममा १३ हजार एक सय २५ कित्ता शेयर जारी भयो । २०५८ जेठ १९ को दरबार हत्याकाण्डअघि नै प्रत्येकले बोनससमेत समावेश गरी १४ हजार छ सय २५ कित्ता शेयर 'ग्रहण गरेको' तथ्य ब्याङ्कका कम्पनी सचिवको हस्ताक्षरयुक्त विवरणमा उल्लेख छ ।
दीपेन्द्र र नीराजनको हत्यापछि दुवैको जम्मा २९ हजार दुई सय ५० कित्ता शेयर हाल राजा ज्ञानेन्द्रकी एक मात्र छोरी पे्ररणाका नाममा नामसारी गरएिको छ । ब्याङ्कको एक सय रुपियाँ बराबर शेयर लगानीको मूल्य हाल दुई हजार तीन सय रुपियाँ पुगेको छ । यसरी राजा ज्ञानेन्द्रकी छोरी पे्ररणाका नाममा अहिले नबिल ब्याङ्कमा करीब सात करोड रुपियाँ बराबरको शेयर छ ।
श्रुतिको नाममा रहेको १४ हजार छ सय २५ कित्ता शेयर भने उनको हत्यापछि कुमार गोरखशमशेर राणा तथा नाबालक छोरीहरू सुराङ्गना र गीर्वाणीका नाममा बराबर भागबण्डा भएको जानकारी ब्याङ्कले दिएको छ । यस्तै, नेपाल औद्योगिक विकास निगममा पनि दीपेन्द्र, नीराजन र श्रुतिका नाममा रहेको शेयर नामसारी भइसकेको छ । स्रोतका अनुसार, निगममा दीपेन्द्र र नीराजनका नाममा रहेको छ हजार सात सय ५० कित्ता शेयर ज्ञानेन्द्रकी छोरी प्रेरणाका नाममा सारएिको छ । श्रुतिको नामको शेयर भने उनका छोरीहरू गीर्वाणी र सुराङ्गनाको नाममा छ/छ सय कित्ताका दरले नामसारी गरएिको छ । नेपाल ब्याङ्क लिमिटेडमा अधिराजकुमारी शोभाका नाममा रहेको आठ सय ८२ कित्ता शेयर हाल शेयर बजार सूचीबाट हटाइएको छ । तर, ब्याङ्कको साखका आधारमा यसको अनुमानित मूल्य आठ लाख ४२ हजार हुन जाने बताइन्छ ।
राजा ज्ञानेन्द्रले प्रत्यक्ष शासन चलाएको अवधिसम्ममा उनको प्रत्यक्ष लगानी रहेका सोल्टी इन्टरप्राइजेज प्रालि र नेबिको प्रालिलगायत सबैजसो उद्योग-व्यवसायको शेयर छोरी पे्ररणाका नाममै नामसारी गरेको देखिएको छ ।

कर छलेको स्पष्ट ठहर
राजपरविारको संलग्नता रहेको भनिएको अमरावती इन्टरनेसनल प्रालि व्यापार शाखाले 'रेनबक्सी' लगायत छवटा औषधि कम्पनीको एजेण्टका रूपमा बिक्री कारोवार गर्दै आएको छ । ०६२ चैत १४ को शेयरधनी विवरणअनुसार हाल उक्त कम्पनीमा प्रत्यक्ष रूपमा प्रभाकरशमशेर र सिद्धार्थशमशेर राणा तथा सूर्य इन्टरप्राइजेज र एमआर होल्डिङ्स प्रालि संलग्न छन् । तर, ४ नं कर कार्यालयको अभिलेखअनुसार उक्त कम्पनीले वासलातमा भन्दा नाफा-नोक्सान हिसाबमा अन्तिम मौज्दात कम देखाई स्वयम् कर निर्धारण गरी पेश गरेको विवरण प्रारम्भिक छानबिनबाट फछ्र्योट गरेको छ । महालेखा परीक्षकको वाषिर्क प्रतिवेदन -०५७) मा उल्लेख भएअनुसार, 'विदेशी औषधि उत्पादक कम्पनीको प्रतिनिधि भई औषधिको कारोबार गरेको र सो गरेबापत सेवा शुल्क मात्र लिने हुँदा कारोबारमा खरदि-बिक्री नदेखाई सेवा शुल्क मात्र देखाएको र औषधिको मौज्दात नाफा-नोक्सान खातामा नदेखाई वासलातमा मात्र देखाएको हुँदा हिसाब फरक परेको दाबी गरेको छ ।
तर, विदेशी कम्पनीको औषधि नेपालमा एजेण्ट भई बिक्री वितरण गरेको हिसाब पेश गरी मुनाफामा आयकर नतिरेको प्रतिवेदनले स्पष्ट औँल्याएको छ । यसरी तीन वर्षको २९ करोड ९० लाख ४० हजार रुपियाँको कारोबार करको दायराभन्दा बाहिर भएर राजस्व नोक्सान हुन पुगेकाले महालेखाले स्पष्ट ठहर गरेको छ, 'यसमा विस्तृत छानबिन भई राजस्व असुल गर्नुपर्छ ।'
अमरावती मद्यशाला, सर्लाहीले ०४२ जेठ ३२ मा कर निर्धारण आदेशमा चित्त नबुझाई राजस्व न्यायाधीकरणमा पुनरावेदन गरेको थियो । उक्त पुनरावेदनमा राजस्व न्यायाधीकरणको ०४५ फागुन ५ को फैसलामा शुरू कर निर्धारण आदेशकै मितिबाट शुल्कसहित निर्धारति कर दुई लाख २५ हजार असुल गर्न भनिएको थियो । तर, १० वर्षपछिसम्म उक्त मद्यशालाको कर असुली भएको छैन तर आयकर प्रमाणपत्र नवीकरण गर्दै आएको महालेखाको प्रतिवेदनमा उल्लेख छ । यस्ता अरू थुप्रै राजस्व छलीका उदाहरण छन्, जसलाई शाही संलग्नताले संरक्षण गरेको प्रष्टै छ ।

राजाको जुवाधन्दा
काठमाडौँका तारे होटलहरूमा खुलेका क्यासिनो सञ्जालका प्रत्यक्ष लगानीकर्तामा शाही परविारको सोझो उपस्थिति भेटाउन गाह्रो पर्छ । अमेरकिी नागरकि आरडी टटल यहाँका क्यासिनोका हर्ताकर्ता मानिन्छन् भने संयोजन क्यासिनो नेपालले गर्दै आएको छ । तर, यस धन्दामा पनि राजा ज्ञानेन्द्रकै संलग्नता रहेको र उनको लगानी विदेशी कम्पनीमार्फत क्यासिनो व्यवसायमा आएको जानकारहरूको दाबी छ । कन्टिनेन्टल रसिोर्ट लिमिटेड हङ्कङ्ले क्यासिनो सञ्चालनका लागि प्राविधिक सहयोग उपलब्ध गराउँदै आएको छ भने नेपालका होटलहरूमा पूर्वाधार विकासको काम र कर्मचारी छनोट नेपाल रििक्रयसन सेन्टरले गर्ने गर्दछ । उक्त सेन्टरमा सोल्टी होटल, सोल्टी इन्टरप्राइजेज र सूर्य नेपाल प्रालिजस्ता शाही कम्पनीको समेत लगानी रहेको बुझिएको छ ।
महालेखा परीक्षकको वाषिर्क प्रतिवेदन ०५७ का अनुसार, राजा ज्ञानेन्द्रको संलग्नता रहेको भनिएको क्यासिनो नेपाल नामक कम्पनीले नियमित आय विवरण पेश नगरेको पाइएको छ । साथै, कर कार्यालयबाट पनि विवरण पेश गराउन कुनै कारबाही भएको पाइँदैन । उक्त प्रतिवेदनमा स्पष्ट उल्लेख छ, 'कम्पनी -क्यासिनो नेपाल) ले हङ्कङ्मा प्रधान कार्यालय भएको र नेपालमा समेत दर्ता भएको पि्रन्सिपल कम्पनी -कन्टिनेन्टल रसिोर्ट लि) लाई ०५६ सालसम्म ३१ लाख १९ हजार रुपियाँ तिर्नुपर्ने देखाएको थियो । ०५७ सालमा उक्त रकम एक करोड ५७ लाख १० हजार पुगेको कम्पनीको वासलातले देखाएको सम्पत्तितर्फ उल्लेख छ ।'
प्रतिवेदनमा उक्त पि्रन्सिपल कम्पनीको ०४९/५० सम्मको कर निर्धारण भएको तर तत्पश्चात् आय विवरण नै पेश नगरेको स्थितिमा करोडौँको लेनदेन भइरहेकोमा ठूलो रकम कर छली गरेको जनाउँदै स्पष्ट भनिएको छ, 'यस स्थितिमा प्रस्तुत करदाताले लिनदिन बाँकी देखाएको रकम भिडान गर्ने आधार पनि भएन । अतः पि्रन्सिपल कम्पनीबाट आय विवरण लिई छानबिन गरी कानूनबमोजिम कर असुल गर्नुपर्दछ ।' यहाँ स्मरणीय अर्को रोचक तथ्य के पनि छ भने ०४९ असार मसान्तयता कन्टिनेन्टल रसिोर्ट लिमिटेडको दर्ता नवीकरणसमेत भएको छैन । कानूनी रूपमा वैध नरहेको उक्त कम्पनीसँग कारोबार गर्ने क्यासिनो नेपाललाई त्यस्तो कम्पनीसँग कारोबार नगर्न/नगराउन कसैले सचेत पार्ने र नमानेको खण्डमा कारबाही गर्ने हिम्मत गरेको देखिँदैन

Several months ago, Samrat Upadhyay wrote the following in an op-ed piece in the New York Times, “Gyanendra’s draconian rule has finally destroyed the carefully cultivated illusion that a king is necessary to hold the country together. The scale of the current democratic uprising, much larger than the first movement in 1990, has made it abundantly clear that the king is part of Nepal’s problem, not its solution.”

Dr. Sukhdev Shah: Downsizing The Monarchy

With the hindsight of historical experience, the King’s backing down-- in the face of imminent danger posed by last month’s massive demonstrations--may just be a tactical move to buy time to regroup and take back whatever he has lost—absolute authority over the use of state power. For one thing, the 100,000-man strong Army is his—sort of King’s personal bodyguard, not a National Army, much less a People’s Army. And throughout the ups and downs of the monarchy’s restoration in 1951, Army has been fanatically loyal to the King and there is no indication that this will not remain so—whatever is being read of the restoration of people’s power.

And, therefore, as long as the institution of Army exists in its current form, monarchy will remain venomous. It will be a danger to democracy and obstacle to modernization efforts. This is because Nepal’s monarchy, at its core, has been--and remains--a feudal, even a pre-feudal, institution. Given this orientation and a stubborn resistance to change, monarchy will be a barrier to progress of all types—individual freedom, civil liberties, progressive politics, economic modernization.

Political history of Nepal, beginning with the ascendance of The Shah Dynasty in the late 1760s, presents a sorry tale of state misdeeds peppered with conspiracies, feuds, massacres, accumulation of personal wealth by the ruling class at the expense of everyone else. This modus operandi may have softened at times in the face of popular uprisings and political realignments, but Palace’s zeal to govern--and govern absolutely—never completely died out.

The outlook is that the country will remain bogged down in a perpetual turmoil occasioned by the King ruling directly or him striking a deal to share power with politicians who, however, have proven, time and again, to be gutless and incompetent, unable to chart a new direction for the country by isolating or doing away with the monarchy.

Long-term stability, and durable peace, in the country would then require that monarchy gets abolished outright and Nepal is made a republic. Or, at the least--and mainly for ensuring an orderly transition--monarchy is sized-down, in a way that it exists only for the good of the country, and also that the cost of upkeep is fully justified by its value-added to the economy, in a way that it remains no more than a tourist attraction, much like in Britain.

Such downsizing can be achieved in a number of ways but its main features can be easily schemed out, something like the following:

First, abolish the Royal Army, which has been a larger threat to democracy and people’s freedom than a King without the Army. Further, Nepal spends a huge amount of its scarce resource—probably up half a billion dollars--on maintenance and upkeep of the Army and its infrastructure. This much money, diverted to improving social and physical infrastructure, can add, at least, a couple of percentage points to economic growth.

Second, change the King’s residence from his current Palace to some remote area of Kathmandu, with no more than a dozen bodyguards, compared with 6,000 soldiers presently guarding his Palace. This will be another of the huge money-savers from a down-sized monarchy. Reportedly, up to 100 million dollars is being spent on keeping the Royal family in style, including the generous payouts to sub-royalties and courtiers. This will again save a bundle of cash for this impoverished country—for use in making lives more livable for millions of people who live on one-millionth of King’s income.

Third, convert the Royal Palace into a public museum—for the people to see who is in command, not the paper sovereignty that they have been told since 1990 they enjoy.

Fourth, nationalize most of King’s business properties, starting with 2 or 3 five-star hotels he owns in Kathmandu. These assets are essentially state properties financed by NIDC from foreign loans now serviced using taxpayers’ money.

Fifth, change the National Anthem, which sings only of the King and his glory, and nothing of Nepal and its people.

Sixth, make it illegal for King’s—or any of Royal family’s—pictures to be displayed anywhere in the country--in public places or private residences. Also, the system of King administering oath to public officials be discontinued and replaced by Chief Justice of The Supreme Court doing this job instead. It is ridiculous that, after so much of humiliation and mud thrown on King Gyanendra during last month’s demonstrations, GP Koirala did not blink a bit taking oath read by the King.

Seventh, change the names of all public institutions, infrastructure, towns and squares bearing royal names, and remove all statues of the royalties. These symbols of royal dignity and power represent force and coercion, not the expression of public gratitude for monarchy’s good deeds.

Eighth, put on trial all prominent politicians of the Panchayat era, as well as all those who volunteered to serve King’s Government following his take-over of the Government in February 2005. It is amazing that none of the panchayat stalwarts known for human rights abuses, misuse of power, and massive corruption were indicted for their actions after the collapse of panchayat in 1990, many of whom again conspired with the monarchy to push democracy to the brink.

Ninth, do away with government public media—Gorkha Patra, Rising Nepal, Radio Nepal, Nepal TV—which have fanatically and unabashedly praised the King and the God-like authority he commands--contrary to what the public, deep-down, have come to believe--that the royal power represents—then and now—the worst of a feudal system whose greatness gets measured by the amount of fear it generates among the masses and how thoroughly it is able to exploit and intimidate them.

And tenth, let the new constitution provide that the present King will be the last King of Nepal, and Monarchy will end when he abdicates or dies. There will then be sufficient time for Prince Paras to get some education and find a job.

The King, and his royal cohorts, should consider the downsizing option laid out above still a bargain, given the choices now they face—the prospect not only of losing their position and power but also their heads. The US Ambassador to Nepal, Mr. Moriarty, did not exaggerate a bit by saying, toward the end of the showdown between protestors and King’s security forces, that the King will soon face a situation when he will have to leave the country clinging to the wheel of a departing helicopter!

So, from all accounts, King has little room left to maneuver and will have to come to terms with people’s sentiments—to downsize the monarchy or see that Nepal becomes a Republic.

However, in view of the historical experience, threat to this changeover will not be from the King—at least not for a considerable while—but from the stalwarts of democracy—leaders of the mainstream parties, comprising Nepali Congress and, to some extent, United Marxist-Leninist (UML)--the reformed communist group. From their hasty compromise with The Palace—not forcing the King to include in royal proclamation a fixed date for Constituent Assembly election with power to decide on monarchy’s future—it appears that they are afraid of Maoists’ popularity.

This need not be surprising. Maoists have fought a running battle with the royalist forces for the past ten years, with unambiguous commitment to republicanism. They were the first group of regime’s opponents to openly challenge the royal power and condemn it to be an epitome of feudalism and autocracy. They very rightly said then that people’s welfare was least on King’s mind and all he wanted was to run Nepal as a private enterprise.

On the contrary, the so-called democratic parties fighting and winning elections after the restoration of democracy in 1990, had vied for royal favor to help suppress opponents—other parties--to the extent that many of the pillars of panchayat autocracy were re-instated and some even appointed to high positions in the new democratic regime. And much less these leaders opted to challenge King’s control of the Army, which they very well knew was there to keep a lease on democracy and make its leaders bent on their knees.

It is miraculous that the same group of ineffectual and visionless leaders is again in command, which, however, does not seem to have happened by default but by design. These leaders are more afraid of the Maoists than of the King and his Army. They know that in any popular contest, like for The Constituent Assembly election, Maoists would draw more votes than they would, which would enable the Maoists to bring a peaceful revolution to Nepal by making it a republican state. These leaders do not want to take that risk and, therefore, they feel safer with the King and the status quo he represents.

If anything the last month’ public protests, demonstrations, and defiance have shown is the people’s zeal for seeing Nepal becoming a republic. If this happens, Maoists will call the tunes, with traditional politicians of all types and shades retiring into the dust-bean of history. Nepal and its people will truly be liberated—peacefully—from the renegade politicians as well as from the vestiges of feudal power represented by monarchy.

Death of Democracy and the Rise of a Dictator
The Monarchy in Nepal

Democracy is a wonderful passion for billions of people around the globe. President George Bush's vision of universality of democracy gives a high hope to many ordinary denizens around the world. His road to democracy could set up a historical landmark in different corners of the world. The United States of America as well as democratic nations around the world may need to have a long term sincere strategy to foster the democracy rather than a seasonal election politics. Political hugging with rulers of a fake democracy for a short term benefit may perpetuate complexity as if such autocrats are encouraged.

Fake democracy is substituting the real one in many dictatorial regimes. The governors of fake democracy are army turned politicians, and absolute monarchs. For instance, in many South Asian countries like Nepal, Bhutan, Pakistan, Myanmar, and Maldives a sort of bogus democracy is ruining the fundamental rights of the people. The rulers in these nations have a common and unique character that they do not like multiparty polity in their land but they shamelessly do commit for democracy many times in a day. The version of the Pakistani democracy where army generals grabs the executive power by over-throwing the elected government is a pioneer model of a fake democracy in south Asia. This model has been followed by the ruling junta in Myanmar, and, of lately, King of Nepal is on the same track. In case of Bhutan and Maldives, real democracy is a rare thing except to please the rulers. Their passion of democracy is guided by their own vested interest in power and may be money also. Their primary objective is to maximize their own authoritarian grip nationally and internationally as far as they can. Majority of the people living under such autocratic system are struggling for their survival and daily basic needs, because proprietors of such hybrid democratic states are irresponsible and not accountable to the people. Resources are overly misused for the benefit of rulers and their aides, and people's rights are distorted under different names and excuses.

A classic case is Nepal, where an absolute monarchy is ruling the country since 250 years back with a flash break of ten years from 1990/91 to 2000/01. Politically never colonized but economically lame country due to bad policies and planning, Nepal's two third of annual budget comes from the donors. In past fifty years, Nepal received one of the highest per capita donations, which were grossly misused by all rulers and administrators. As of today, one fourth out of total population of 25 million earn less than ten dollar per month, and majority of population earn less than one dollar per day. On the other hand, many royal families who enjoy on the tax money paid by poor Nepalese do not bother to pay utility bills regularly; forget the taxes. Each year thousands of Nepali children die due to lack of primary treatment for diarrhea, dysentery, and malaria that may cost one dollar. As King Gyanendra ascended on the throne, he increased his annual remuneration at about one million dollar. Nobody dared to audit the royal expenditure in past hundreds of years. He might be one the highest paying head of the state and government in the world, whose love to the people seems a crocodile tear.

After the present King Nepal ascended on the throne on June 2001, which itself is controversial, he committed many times for a multiparty democracy and a constitutional monarchy. During his three and half years of period, Nepal witnessed dissolution of the parliament and two emergency periods. The first emergency period in 2001 was demanded by the army of Nepal to eliminate the Maoists, but it ended by dissolving the parliament. The present constitution of Nepal does not imagine a vacuum of parliament, and in absence of it, King became an absolute authority, though he appoints a set of his cabinet. The second emergency is in effective since February 1 2005 with total press censorship and complete ban on civil rights. The justification of emergency is to curb the Maoists who are waging a bloody path of revolution to fulfill their 40 points demands that includes socioeconomic reforms and new constitution. It is estimated that more than eleven thousands lives have been lost in past ten years, and Maoists claim the control over many rural parts in the country.

Divided they stand
After the Maoists started their insurgency on February 13 1996 a unanimous or consensual strategy to deal the Maoists was virtually lacking at the national and international front. Nationally, the elected government of the Nepali Congress simply underestimated the initial brutalities of the Maoists, though the Maoists were selectively killing the local leaders, and sympathizers of the Congress. Meanwhile the opposition politics did not mind to fuel the Maoists so that it could be able to grab the power. Royalists got the chances to play between the divided political scenarios. As police forces were being unable to deal the Maoists, the government tried to use the army in a couple of hot spots. It is pity how the historian will judge when the police posts were burning the army of Nepal never bothered to help to the police. The army, which only obeys the direct order from the King, reluctantly went to certain disturbing areas and handshaked with the Maoists as local reporters of different newspapers reported. Consequently, the then prime minister resigned, and government became a weak authority as army did not obey the elected government's order. Such incidents encouraged the Maoists, as well as Royalists who always hate the multiparty system in Nepal. In fact, after Maoists insurgency began, democratic forces became feeble as wished by the Maoists. Maoist has set up their own terror network and people are compelled to obey their order in rural areas. At the center, different political forces tried to seize the opportunity for their own benefit. Royalist gained by playing a zero sum game among the parties.

International groups in Nepal were also in two camps. One set lead by the India, USA and UK were in favor of strengthening the army of Nepal, whereas the others lead by the European block focused on the intensification of the democratic process. The upholders of democracy simply did not understand the deceptive role of dictators who are the champions of a bogus democracy. To strengthen the dictatorial hands, roles of army is very important as dictators and army complement each other in the fake democracy. In such prevailing context, there is a litmus test for the international community for their commitments for military aid in Nepal such as India ($85 million), the USA ($40 million) and the UK ($50 million) whether to support to army.
Further, the Amnesty International reported that Nepal has the highest disappearance of individuals under army custody. The auditor general's report of 2001 mentioned that army of Nepal the highest un-audited expenses in the country. Resources inappropriateness, lack of complete fiscal discipline, and unaccountability of killings are the very significant parameters of a total autocratic regime. King of Nepal is patron of all.

Future scenarios
The future scenarios of Nepal could be enigmatic. It may depend how the royalist perceive their fate.
(i) Royalist scenario: The royalist scenario will be a revised model of party-less bogus democracy that ruined Nepal from 1960 to 1990. As King has appointed two stalwarts who helped his father to foster the fake democracy, selective freedom may prevail in future depending upon the King and his coterie's wish. Role of army will spur to enforce a dictatorial peace.

(ii) Republic scenario: If the Nepali Congress gives up its faith on the constitutional monarchy, no one can check the road to a republic Nepal, because, most of the communists in Nepal do favor a republic state. It is the only the Nepali Congress party that sincerely tried to establish a constitutional monarch in Nepal since 1950s, though different Kings kicked the Congress party out from the government at different time periods. The student wing of the Congress already endorsed a republican set up for Nepal.

(iii) Maoist's scenario: Although they were able to destabilize the mainstream politics in country, they may seek a negotiation with the King through internal and or international channel for their safe landing. On the other side, they will also continue for sporadic infightings in order to mobilize their cadres as well as to bargain with other parties.

(iv) Role of China and India: China's only major concern is anti-Tibet activities in Nepal. Royalists were already able to shut down a Tibetan contact office based in Kathmandu to please the China. In future, nobody will be surprised if royalists hand over some Tibetans based in Nepal to China, as they did in past. In return, China loves to see Nepal as a buffer state of Tibet like a junta of Myanmar. It may help Nepal through militarily.

In case of India, it is now on the hot plate due to its own mistakes in the past. One possibility could be a two pronged strategy as it did before 1990 ­ both carrot and stick approach. If India is able to convince the western world, it may be able to minimize the ego of royalists. India is well aware of Nepal's socio-economy, so it might also bargain with royalist for some resources. The worst scenario could be emerged if activities of China, Pakistan, and others increased in Nepal.

Concluding remark
Democracy is victimized in Nepal in order to control insurgency in the name of emergency. My father in 1950 fought for democracy, so did I until 1990. Now I do not wish my son will continue the same route for democracy. In absence of democracy, proprietors of either emergency or insurgency will misuse their authority and general people will be mistreated. King and his army in Nepal may argue for war on terror in order to boost their case of emergency, which is another deceptive step because without the help of people no one has even won a single war. They can't win this war by keeping people in jail, and misusing their guns. It may backfire to them, eventually. Road to democracy is an ideal philosophy which empowers the people not the dictators. The civilized world should not energize to uncivilized rulers around the world.

Democracy is a wonderful passion for billions of people around the globe. President George Bush's vision of universality of democracy gives a high hope to many ordinary denizens around the world. His road to democracy could set up a historical landmark in different corners of the world. The United States of America as well as democratic nations around the world may need to have a long term sincere strategy to foster the democracy rather than a seasonal election politics. Political hugging with rulers of a fake democracy for a short term benefit may perpetuate complexity as if such autocrats are encouraged.

Fake democracy is substituting the real one in many dictatorial regimes. The governors of fake democracy are army turned politicians, and absolute monarchs. For instance, in many South Asian countries like Nepal, Bhutan, Pakistan, Myanmar, and Maldives a sort of bogus democracy is ruining the fundamental rights of the people. The rulers in these nations have a common and unique character that they do not like multiparty polity in their land but they shamelessly do commit for democracy many times in a day. The version of the Pakistani democracy where army generals grabs the executive power by over-throwing the elected government is a pioneer model of a fake democracy in south Asia. This model has been followed by the ruling junta in Myanmar, and, of lately, King of Nepal is on the same track. In case of Bhutan and Maldives, real democracy is a rare thing except to please the rulers. Their passion of democracy is guided by their own vested interest in power and may be money also. Their primary objective is to maximize their own authoritarian grip nationally and internationally as far as they can. Majority of the people living under such autocratic system are struggling for their survival and daily basic needs, because proprietors of such hybrid democratic states are irresponsible and not accountable to the people. Resources are overly misused for the benefit of rulers and their aides, and people's rights are distorted under different names and excuses.

A classic case is Nepal, where an absolute monarchy is ruling the country since 250 years back with a flash break of ten years from 1990/91 to 2000/01. Politically never colonized but economically lame country due to bad policies and planning, Nepal's two third of annual budget comes from the donors. In past fifty years, Nepal received one of the highest per capita donations, which were grossly misused by all rulers and administrators. Gurkhas blood is stagnant now, so is the reason, killer of 20,000 is openly barking in crowd. It completely feels shame to be a man from the brave "Gurkhas".

Certainly, you Bahuns and Newars are not Gurkhas. The day was the worst, when you all infiltrated in Nepal. You all made the country a puppet of India and China.
