HOR declares Nepal “untouchability free” country

In yet another major announcement, the reinstated House of Representatives on Sunday unanimously endorsed a proposal to declare Nepal a country “free of untouchability and all kinds of discrimination.”

The legal and constitutional status of the proposal, however, remains unclear.

Moving a proposal of “urgent public importance,” a lawmaker of the CPN (UML), Parshuram Neghi Gurung, called on so-called dalit community—that constitutes 16 percent of the country’s 27 million population—in all processes of making new constitution and ending all sorts of discriminatory policies and practices including so-called untouchability.

The proposal calls for mobilization of special economic programme for education, health and employment for dalits and those under the absolute poverty line to their status.

The constitution of the kingdom of Nepal 1990 prohibits all types of discrimination against citizens on the basis of caste, gender or religion. But activists said a number of discriminatory provisions and laws were still in practice.

Addressing the House session on Sunday, Minister for Law, Justice and Parliamentary Affairs Narendra Bikram Nemwang said untouchability was a social crime and that the government would introduce a new bill soon to make necessary amendments in the existing Act.

Earlier, the House of Representatives has already declared Nepal a secular state and asked the government to formulate laws so as to issue citizenship certificated to children in the name of their mother. Earlier, the certificate could be issued in the name of father only.

......I shall in this connection, tell thee what the eternal usage is. In days of yore. O king, the Kshatriyas used to serve the Brahmanas. The Vaisya in a similar manner used in those days to worship the royal order, and the Sudra to worship the Vaisya. Even this is what is heard. The Brahmana was like a blazing fire. Without being able to touch him or approach his presence, the Sudra used to serve the Brahmana from a distance. It was only the Kshatriya and the Vaisya, who could serve the Brahmana by touching his person or approaching his presence.

Addressing a Gandharva (Kabandha resurrected as Gandharva)

Sri Rama said: Listen, O Gandharva, to what I tell you: I cannot tolerate an enemy of the Brahamanas (Brahmins). He who without guile in thought, word and deed does service to the Brahmanas (the very gods on earth), wins over Brahma, Siva, Myself and all other divinities.

A Brahmana, even though he curses you, beats you or speaks harsh words to you, is still worthy of adoration: so declare the saints. A Brahmana must be respected, though lacking in amiability and virtue; not so a Sudra, though possessing a host of virtues and rich in knowledge.

Thaha...while I admire the noble views u have... i cant help feel sorry for your naive saying we are like americans .... no touchable and untouchable issues........what is goung on between blakcs and white since decades? Even after abolishment of slavery ..... blacks are still living in the shadows of that impartialization that is lurching beneath all the good intentions and niceties.

i respect if a persn is (n)astik.... most of my family os. But here is the simple thing that i want to get done in a right way. If my mother is the one who gave birth to me.... would I want to spare my worships and love and duties to someone else, while lawfully it is my mom who deserves it??? You know...kinda like this. :)

Yeah, "lawfully" your mom definitely deserves it! LOL. We should make a new law saying "No one shall worship anyone else other than their own mothers."

Felicity , I am not against you studying Islam.It is good thing. Knowing about religions.I have deep interest in that. you may be right .Islam might not teach killings.Infact no religion teaches killings. So, Only thing is you should not misunderstand hinduism.
I am again telling you.i am not guru in hindu religion.i just interepret things that i think any rational people should.
YOu are educated and you have the stength to fight against the social evils.Like other people i don't want you to be telling you converted to ISLAM because you think hinduism is bad .
You should say :" i liked hindusim ,i was born into hindu family, i studied hinduism then i decided to learn more about islam and other religion.my preference was Islam over hinduism.I respect all the religion though."

Santosh giri,
As i mentioned in due process of time these madeup stories was created .People benifited from these stories and some people benefited more:)So , it is not hinduism but people.Just like Islam doesn't teach violence but many mulla interpret to kill infidels .It is same as that.

you guys are again misinterepreting gods and scarifice etc.they have meaning to it.
THERE IS NOTHING TO BE ASHAMED ABOUT 33000 GODS AND GODESSES AS WELL AS SCRIFICE DURING RITUALS!

I am a hindu because I was born Hindu. I don't even have time to think whether I should change my religion or not. I know that all religions have one thing in common. And the common thing is "LOVE and PEACE". We talk about religion and all we lack is "LOVE and PEACE". We quarrel, we fight to tell that our religion is good. We kill, we murder, we execute people and call it "HOLY WAR".

can have alternate ways.How many Real Holy wars did hindus fought in the world history?not considering the fights in india between hindu and muslim.

Where else will Hindu fight besides India and Nepal?

My point is whoever does this is bad. Any one who tries to prove one's religion is better than other is a kind of silly discussion. Have you ever seen in any religious book where they have not said "Love and Peace" is the final destination through that religion?

My request---> shall we stop this discussion? we are using our valuable time for this worthless, resultless discussion.

i am not trying to prove hindu is better than other .I am just requesting people to think ,why ,what and how before blaming social issues that exist in our society.There is very misconception going on in SAJAH as soon as Nepal was declared secular .People started talking sh*t about Hinduism.Blaming Hinduism for nothing.

These so called people wouldn't have dared to speak against other religion otherwise they would have issued there heads to be chopped off from other friendly religion leaders but we are just having some discussion.

About Hindu fighting a holy war i mean like crusaders.Ya , it is not good to fight .we all know that.But do some people know???:)
