Kantipur is barking like a dog all the time. 

Those people went to other countries with their own risk. Nepalese Govt. has nothing to do with it. 

Ex. 100 of Nepalese men in Thailand always locked up in Jail because they get caught in  prostitutes stuff, and they call Nepalese Embassy for help in Bangkok. 

Its Nepalese habit, blaming someone else all the time for their own's fault.
