पढ्न नजान्नेे सबै माओवादीमा !कसको कति शैक्षिक योग्यता ?


काठमाडांै । संविधान-सभामा सबै भन्दा ठूलो दल नेकपा माओवादीका अधिकांश सभासद्हरू संविधान लेख्ने त कुरौ छाडौं संविधान पढ्नै नसक्ने हैसियतका छन् । माओवादीका अधिकांश सभासद्ले एसएलसी पनि उत्तिर्ण्र्ाारेका छैनन् । केहीले प्रौढ कक्षा पढेका छन् भने केहीले त त्यो पनि छैन । जब कुनै व्यक्ति साक्षर नै छैन भने त्यसले कसरी जनताको पक्षमा काम गर्लान - संविधानसभा सचिवालयमा बुझाएको व्यक्तिगत विवरणमा माओवादी सभासद्को शैक्षिक हैसियत देखेर सबै दंग परेका छन् । तर उनीहरूले आफूहरूसँग देश र विदेशीको राजनीति अध्ययन गर्ने क्षमता छ भनेर गरेको भाषण पनि हावादारी भएको छ । प्रौढ शिक्षा लिएर साक्षर भएकाहरूले कसरी राजनीतिक दर्शन अध्ययन गरे - त्यो अर्को आर्श्चर्य भएको छ । २ सय २९ जना सभासद् मध्ये हालसम्म करिब एक सय माओवादी सभासद्ले आफ्नो व्यक्तिगत विवरण सचिवालयमा बुझाएका छन् । तीमध्ये एक दर्जनभन्दा बढीमात्र साक्षर छन् । करिब २० सभासद् एसएलसी परीक्षामा अनुत्तर्ीण्ा भएका छन् । एसएलसी उत्तर्ीण्ा भएका १७ सभासद्ले पनि प्रमाणपत्र तह पार गरेका छैनन् । माओवादी सभासद् बालकृष्ण ढुंगेल, इन्दिरा थारू, रामचरन चौधरी, र्सर्ूयमान दोङ तामाङ, हरिलाल थापामगर, सुकदेश चौधरी, लीलादेवी मेहता, निमा लामा, कल्पना सुवेदी, पुरन थारू, डिल्लीमान तामाङ र विष्णुकुमारी र्राई साक्षरमात्र छन् । त्यस्तै, कक्षा तीनदेखि एसएलसीसम्म पुग्नेमा कालीबहादुर मल्ल, लीलाकुमारी बगाले, तुलाबहादुर माझी, बुद्धिराम गुरुङ, प्रचण्डकी छोरी रेणु दाहाल, पट्टु थारू, गोपाल किराँती, ओनसरी र्घर्तीमगर, रूपा सोसी चौधरी, लीलाकुमारी भण्डारी, दावा तामाङ, निरकुमार कँुवर, वीरबहादुर तामाङ, रूपा विक, राम र्राई, दर्ुर्गीदेवी पासवान, दर्ुगाबहादुर विश्वकर्मा, खेमबहादुर बम, उमा कार्की, पर्ूण्ाबहादुर र्राई, सन्तमाया तामाङ, संघप्रसाद थारू, गमबहादुर श्रीसमगर, रेणुका चौलागाईं, देवीलाल चौधरीलगायत छन् । व्यक्तिगत विवरण भरेका करिब २० माओवादी सभासद्ले स्नातक तहसम्मको अध्ययन गरेका छन् भने पाँचजना स्नातकोत्तर पूरा गरेका छन् । माओवादीभित्र सबैभन्दा बढी अध्ययन गर्नेमा अर्थमन्त्री डा. बाबुराम भट्टर्राई र सभासद् इन्द्रजित र्राई छन् । भट्टर्राईले आर्किटेक्चर र क्षेत्रीय विकासमा विद्यावारिधि -पीएचडी) गरेका छन् भने समानुपातिकबाट सभासद् बनेका र्राईले सैन्य विज्ञानमा विद्यावारिधि गरेका छन् । सभासद् भिक्षु आनन्द, तिलक परियार, मणि खुम्बु किराँती, लीलादेवी मेहता, पुरन थारूलगायत एक दर्जनले व्यक्तिगत विवरणमा आफ्नो शैक्षिकयोग्यता नै खुलाउन सकेका छैनन् । प्रधानमन्त्री एवं माओवादी अध्यक्ष पुष्पकमल दाहाल कृषि विषयमा स्नातक, रामबहादुर थापा पनि कृषिमै प्रमाणपत्र तह, मोहन वैद्य नेपाली साहित्यमा स्नातकोत्तर, विदेश विभाग प्रमुख चन्द्रप्रकाश गजुरेल बीएस्सी, मातृका यादव एमएड, देव गुरुङ राजनीतिशास्त्रमा स्नातकोत्तर र हिसिला यमी आर्किटेक्चरमा स्नातकोत्तर हुनुहुन्छ । त्यसबाहेक केशव नेपाल, पुरशुराम रम्तेल, र्सर्ूयबहादुर सेन ओलीले पनि स्नातकोत्तर गरेको विवरणमा उल्लेख गरिएको छ ।

I had read an interview of Mr. Prakash Dahal, son of Prachanda, describing some of the hardest days of his life when his father was leading the so-called people's war. The interview was appeared in one of the well circulated publication (I think it was Nepal weekly). He clearly had mentioned that his education was in Nepal and then was later shifted to India after feeling intensified security threats in Nepal. I did keep the record in my archive otherwise, it could be easier for me to tell his exact words. However, he has not mentioned the name of school and concentration of study etc.

सारमा तपाइले अनपढ सभासदहरुको भुमिकालाइ न्यूनिकरण गर्नु भो । तिनलाइ साक्षीकिनारा राख्न तथा तिनका स्वार्थमा टाठाबाठा छट्टुहरुले गर्ने सक्ने छलकपट रोक्न पहरेदार बने पुग्ने आशय राख्नु भो । नपढे पनि अनुभवको बलमा झन बढी ज्ञानी हुन्छन भन्ने तर्क गर्नु भो । मेरो यसमा असहमति छ ।

मानिसले किन पढ्ने त भनेर त्यसको विश्लेषण मैले गर्न पक्कै पर्दैन नै । पढेका मानिसले पढेर सिक्ने भनेको झिनामसिना, कम महत्त्वपूर्ण र प्राविधिक कुराहरु मात्रै होइनन । तिनले जानेका विषय जान्दछन नै, नजानेका विषयमा पनि विषयको सान्दर्भिकता र गहनतालाइ बुझ्न सक्ने सीप बिकास गरेका हुन्छन । यो सीप नियमकानून बनाउनेहरुमा नभइ नहुने गुण हो । सभासदहरु शिक्षित हुनुपर्ने आग्रहलाइ यसरी बुझ्नुको सट्टा बरु तिनले झन छलकपट पो गर्लान कि भनेर नेपेदाजीले बुझ्न खोज्नु भए जस्तो लाग्यो । त्यो उचित होइन ।

संविधानसभाको मेकानिज्म निरक्षरहरुको भेला पार्न बनाइएको नभइ, सबै जाती, क्षेत्र, वर्ग समुहको प्रतिनिधित्त्व गराउन खोजिएको हो, तर राजनीतिक पार्टीहरुको लागि, ती नाराहरु हात्तिको देखाउने दाँत मात्र बने । तिनका निमित्त यो व्हीप मान्ने लठैतहरुको भर्ति अभियान भयो, पार्टीको काममा परिवारका सदस्य गुमाएको बदला पुरस्कार दिने मौका भयो, सस्तो लोकप्रियताको कुम्ल्याउने अवसर भयो ।

जनतासामु चुनावमा संविधान हामी बनाउछौ भनेर भोट माग्ने, अब आएर, संविधान त विशेषज्ञले बनाउँछन, हामी त हाम्रो कुरा त्यसमा राख्नलाइ पहरेदारी मात्रै गर्ने हो भन्नु भनेको सरासर धोका भएन र ? पहरेदार नै चाहिएको हो भने नेपालको सडक नै काफि छ, तिनलाइ प्रोफेसर भन्दा तीनगुणा तलब सुविधा दिएर संसदमा भेला गराउनु पर्दैन थियो ।

मेरो कुरो चै, छोरा र छोरीलाइ समान शिक्षाको अवसर समत नदिने प्रचण्डले समानताको वकालत गर्ने नैतिक आधार गुमाएको छ । अस्ति भन्दा हिजो, हिजो भन्दा आज, जति जति उनलाइ बुझ्दै गयो, उति उति उनमा रहेको हिपोक्रेसी उदाङ्गो हुँदै छ ।

I am surprised to see Nepe bro's response. Nepe bro, being a highly educated person himself, is undermining the importance of education in making a new constitution. You should not have gone that far just to support the party you are affiliated to. That's sad.

नेपेगुरुजि, कि पढेर जानिन्छ कि परेर जानिन्छ, मान्छु तर संबिधान बनाउने जस्तो काममा कतिजना "परेको" हुन्छन ? खुलस्त गरिदिनु पर्यो । देश चलाउनको प्रतिनिधित्वमा मलाइ कुनै आपत्ति छैन तर संबिधान भनेको भबिष्यको संकटकाललाइ ब्याखया गर्ने शब्दजालहरुको संग्रह पनि हो जसको लागि "परेको" लाटोको सचेतताले मात्रै पुग्दैन, "पढेको" तार्किक चिन्तनको नितान्त जरुरी हुन्छ।   कुरो ठिकै हो यिनिहरुको उपस्थिति जरुरी छ कमसेकम देखाउने दाँतका लागि, जनयुद्दका निहुँ- परिणाम पश्चात, तर हामी याँहाँ आर्दशबादको कुरा नभइ ब्यबहारिताको कुरो गर्दैछौ । मार्कसबाद जस्तो गहिरो दार्शनिक चिन्तनका लागि त पढाइ जरुरी छ नै, अनपढ यि सभासदलाइ "सर्बहाराको रजाइ" सुगारट बाहेक केही हुनसक्दैन । जुन बर्गिय प्रतिनिधित्वको कुरो गर्नुभो त्यो पार्टी शासक सोचाइको रबरस्टेम्प मात्रै हो, जुन पहेलदारीको भूमिकाको कुरो गर्नुभो त्यो पार्टीको बुँदित आदर्शको कुकुरे पालना मात्रै हो , खाँटी कुरो गरने हो भने । पहिला बुझ्नुपर्यो संबिधान भनेको साधन हो साध्य होइन , बाँकि कुरो र कुलो जता लगे पनि हुन्छ ।

umn guys, I dunno how you are posting comments but one thing i definitely know is you are a lot prejudiced in the sense you are not ready accept even if maoist does anything good.Definitely most of the CA members from maoist are little bit back in formal education but we shouldnot ignore the strength of informal education I hope the got it.It is definitely a best thing to have well educated and qualified person as a CA member but I rarely remmeber any such an IDOl in any party ,Most probably you guys support NC ,and lets look at the corrupt faces in that party ,if not uml or something like that you will find a huge population of such people there too.It is really  bad to have ppl with less knowledge in policy making position but definitely better than a Corrupt one."knowledge can be gained but corrupt cannot be changed".To select a good one all nepali needs good education and all those who have ruled till the date always tried to keep ppl in dark so why all ppl are dark and maoist are the outcome of NC,yup a result of corrupt leader's corrupt policy from NC.Definitely there is nothing appreciable and good in CPN maoist  but better than NC or UML .The victory of Maoist is not ppl's choice but their dislike for NC and UML. May god bless us and havebright future.For the time in hand let's hope maoist goes to the right track.

यदि कुनै काल्पनिक देशको, काल्पनिक समयमा, सामान्य प्रयोजनको निम्ति, बनाउन लागेको सम्विधानको मामला भएको भए तपाईले भन्नु भएजस्तै “education” को सर्वाधिक महत्व अवश्य हुन्थ्यो ।

 

तर नेपाल भन्ने वास्तविक देशको, समकालिन वास्तविकतामा निर्माण हुने र यसले अहिलेसम्म बनाएर नटिकेका सम्विधानहरु भन्दा टिकाउ सम्विधान बनाउने खास प्रयोजनको निम्ति हो भने “education” को भन्दा “representation” को बढी महत्व हुने कुरा नेपालको पछिल्ला दुई सम्विधानहरु, जुन पहिलो एकजना ठूला विद्वान अनि पछिल्लो चाही ठूलै शिक्षितजन र विशेषज्ञजनको समुहले बनाएका हुन्, को जे हालत भयो त्यसैले दर्शाउँछ भन्न चाहुँला म ।

 

Marginalized समुहका ती निमुखा निराक्षर लाटाहरुको प्रतिनिधित्वले सम्विधानलाई कसरी बढी टिकाउ बनाउँछ त भन्ने प्रश्न हो भने त्यसको उत्तर हो- यस्तो सम्विधानमा अन्य विधीबाट निर्मित हुने सम्विधानमा भन्दा बढी हुने moral authority र त्यसैले गर्दा जो पायो त्यसैले औंला ठड्याउन सक्ने सम्भावना कम हुने सम्भावना ।

 

जस्तो कि Mr Truth ज्यूले माथि एकदम सही कुरा भन्नु भयो, सम्विधान भनेको साधन हो साध्य होईन । अब स्पष्टै छ साधन भएको हुनाले यस्तो कुराको सबभन्दा महत्वपूर्ण पक्ष हो यसको अधिकतम स्वीकार्यता । र सो कुरो अधिकतम शिक्षा बाट भन्दा अधिकतम प्रतिनिधित्व बाट हासिल हुने कुरा त अलिकति घोत्लिने हो भने बुझ्न धेरै गाह्रो कुरो होईन ।

जहाँसम्म हाम्रा सभासदहरु जुनसुकै वर्गबाट आएका भए पनि उनिहरुका मातृ राजनैतिक दलका रबरस्ट्याम्प/देखाउने दाँत हुन्/हुनेछन् भन्ने भय छ, त्यो त म पनि share गर्छु केहि हदमा ।

 

वास्तवमा मलाई अहिले चित्त नबुझिरहेको, म हताश भईरहेको एउटा कुरो के हो भने हाम्रा सभासदहरुलाई हाम्रा बुद्धिजीवीवर्ग, नागरिक समाज, प्राज्ञिक वर्गले गरेको बेवास्ता । हाम्रा बुद्धिजीवीवर्ग, नागरिक समाज र प्राज्ञिक समुदाय हरेक कुरामा अझै सम्म दलका मालिकहरुको मुख ताक्ने गर्दछन्; सभासदहरुसंग अप्रोच गर्ने, लबी गर्ने, उनीहरुलाई उनीहरुको अधिकार र दायित्व लगातार याद दिलाईदिईरहने काममा न वास्ता छ, न भर नै परेका छन् । यो एकदमै खराब र खतरनाक कुरा हो ।

 

एउटा प्रसंग । वाशिङ्टन डीसीको एउटा NGO ले झण्डै एकदर्जन जति सभासदहरुलाई बोलाउने एउटा कार्यक्रम थियो, अहिले अलिक पछि सरेको छ क्या रे । एकजना मित्र, जो आयोजकहरुलाई प्राविधिक मद्धत गर्दै हुनुहुन्छ, लाई मैले भनेको छु, यो कार्यक्रम अभिनन्दनमा नटुंगियोस् । सभासदज्यूहरुलाई उहाहरुसंग मुलुकले र हाम्रा भविष्यका पुस्ताहरुले राजनैतिक दलका रबरस्ट्याम्पको रुपमा होईन मुलुक र यसका सन्तती पुस्ताहरुको बारे सोच्ने स्वतन्त्र सदस्यको रुपमा अपेक्षा राखेका छन्, ल है ईतिहासमा आफ्नो भूमिका कसरी लेखाउने हो विचार गर्नोस् भन्ने सन्देश पाए भने यो ठूलो उपलब्धी हुनेछ भनेर भनेको छु ।

 

यस्तै सन्देश पुर्‍याउने भेटघाट, अन्तरक्रिया नेपालमा पनि लगातार अझ दिनदिनै हुनुपर्ने हो, अहँ कतै भएको सुन्दिन ।

 

यस्तो देख्दा त भन्न मन लाग्छ, नेपालमा पढेकाहरु नै खत्तम ! भुत्रो गर्‍यो education ले ।

नेपेजी,  चित्त बुझ्दो विश्लेषण गर्नु भयो। हो पहिलेका  educated सभासदहरुले के के गरे त बितेका वर्षहरुमा ? त्यो त बिगतको कृयाकलापबाट प्रष्टै छ नि ‍‍---नेपालमा पढेकाहरु नै खत्तम ! भुत्रो गर्‍यो education ले

Some specifics aside, on the broader issue of "educated" (in quotations to denote "education" = formal, conventional understanding thereof) vs. the "uneducated"...

Not only in Nepal, but all over the world, even in matters that directly affect the "uneducated" vast majority, the so-called intellectuals often deprive the latter in the very process of uplifting them, citing the very lack of "education" amongst them. Be it while drafting the new constitution in Nepal, or any other development projects around the world, the very idea of the "educated", on the premise of "we-know-it-all", has patronized the mass. This is outright condescending and wrong. what this does, in essence, is further alienates and deprives the poor and the "uneducated" mass, rendering them forever marginalized, rather than the often stated purpose of uplifting them.

It should be of utmost priotiy that we, the "educated" not approach the issue of uplifting the underprivileged in terms of doing things (e.g., drafting a new constitution) FOR them, but WITH them. This would ensure the maximum possible positive result in the end.

This is not to undermine the value of "education", of course -- "education" also plays a critical role in our livelihoods. However, to enhance the very essence of "education", and to make it more effective, the genuine inclusion of the "uneducated" in the process of development, without any condescendence and/or dismissal(s) is a must.

True, the "uneducated" members of the CA may just be folled/played around as mere rubber stamps or, even worse, may just be tools of party leadership to showcase the facade of inclusiveness. Nevertheless, when all is said and done, I am darn sure that thier mere presence in the corridors and halls of the assembly would have made the voices of their kind heard, their aspirations and their needs recognized, albeit in some little ways or another. This may not be enough, but it sure would serve as a good beginning.

Finally, I agree with Chana-ji about what seems like a gender bias within Prachanda himself regarding his son and daughter. Atleast, that seems like a hypocrisy on the surface of it. BUt I would not jump into solid conclusions about it until I hear his side of the story. Allow me to disagree with you, with all due rspect, Chana-ji, however, on your conviction that if the "uneducated" were to play the roles of safeguarding their interests (paharedaars) -- which they must -- that the streets would have sufficed. This notion of depriving the mass from the direct involvement within the confines of the assembly and to limit them to the streets is, again, very patronizing the humiliating to those who may not be able to read or write, but who would very well best know what exactly is their needs simply by the virtue of who they are. This becomes even more important in Nepal because the "uneducated" are in the vast majority there. The perspectives that the "uneducated" brings along with them can never be less in touch with themselves than the perspective of them as understood/perceived by the "educated".

Let's not demean, belittle and deprive the "uneducated". Afterall, genuine and sincere inclusion of them in every aspect of our nation building, from constitution drafting to development, only can deliver the most complete, fruitful, and meaningful result at the end.

PS: Testai kuraa garne ho bhane ta...Nepe MAY BE the most educated -- in a conventional sense -- among the discussants in this thread. So, we should all keep shut and listen to him, eh? (Get the point?)

There is no meaning of personal feelings as Nepali ppl has forgiven then and put them into tiral.May Be I also don't like that much but I give them better points than NC or UML.There is none of the party leaders in nepal to be liked it is only more hate and less for choice.

जनताले क्षमा दिईसके भन्ने तपाईको निर्क्योल/सिफारिस मा भने मेरो विमती छ ।

 

द्वन्दकालभरिमा हतियार बोकेर मर्न र मार्न भनेरै हिडेकाहरु (combatants) को ज्यान, भौतिक क्षति र मुलुककै भौतिक संरचनामा भएका क्षतिसम्म जनताले बिर्सिदिए भन्न सम्म सकिन्छ होला । तर कसैको केही बिगार नगरेका, निर्दोष सर्वसाधारणहरु (non-combatant civilian) माथि ज्यानै लिने, अंगभंग गर्ने र बेपत्ता पार्ने सम्मका युद्ध अपराधहरु राज्य र विद्रोही दुवै पक्षबाट भएका छन् र ती पीडितका प्रियजनहरु सूचना र न्यायको प्रतिक्षामा बसिरहेका छन्, भौतारिईरहेका छन् भन्ने कुरा तपाईको आँखाले देखेकै/पढेकै हुनुपर्छ, तपाईको कानले सुनेकै हुनुपर्छ र तपाईको आत्माले मनन गरेकै हुनुपर्छ ।

 

अब ती पीडित र तीनका प्रियजनहरुलाई तपाई कसरी जनताले अपराधिहरुलाई क्षमा दिईसके, अब तिमीहरु घर जाओ भन्न सक्नुहुन्छ ?

It is our privilege to invite you to an evening of conversation with Constituent Assembly members and social activists from Nepal on Thursday, Sept. 4 at American University. The event will be at 6 p.m. on the second floor of the Battelle-Tompkins Building. This will be an opportunity for community members to share our thoughts and for CA members to share their experiences and what they hope to accomplish.

 

The Centre for Peace Building International is honored to co-ordinate a delegation from Nepal who will participate in a professional exchange program in Washington, DC from August 30th to September 7th, 2008. The purpose of the delegates' visit is to explore ideas and gain knowledge that will prove to be essential in Nepal's transition. The delegation will explore innovative ways of including marginalized groups into the political process; learn about federalism, constitution writing, democracy, and economic development; as well as meet with notable experts in the Washington, DC policy community. Interaction of this kind goes beyond the traditional learning experience and will no doubt make an impact upon their return to Nepal.

3.     Hon 'able Mrs. Kiran Yadav

Hon 'able Mrs. Kiran Yadav  is a Women Activist  represents Terai Maithali Women and Member of Constituent Assembly under Proportional Representation (PR) on behalf of Nepali Congress. She has worked to raise the voice of Terai Women in national and local levels she is also the Central Member of Nepal Women Association (Sister Organization of Nepali Congress) and General Secretary of Maithili Women Society Nepal. Mrs. Yadev is the niece of the president of Nepal.

 

4.     Mr. Ghanashyam Paudel

Mr. Ghanashyam Paudel is a Television Journalist who works in Western Development Region, Regional Bureau of Kantipur Television and publication. He is stationed in Pokhara. He is also actively involved in National Peace Campaign and awareness program at local level that helped to bring the voice of local people into the national level.

 

5.     Mr. Pawan Roy

Mr. Pawan Roy is a youth and human rights activist, Chairperson who represents the Youth Action Nepal. He had been a key leader in the youth movement and has organizing highly successful social forums for youth throughout Nepal. These social forums have helped youth and youth organizations get involved in the political process.

 

6.     Mr. Tej Prasad Dhakal

Mr. Tej Prasad Dhakal is a development activist and researcher, CA expert, facilitator. He has a valuable understanding of contemporary issues of Nepalese society. He is affiliated with various organizations as a development activist.

      

7.     Mr. Bhim Bahadur Tamang

Mr. Bhim Bahadur Tamang is Central Working Committee Member of Nepali Congress and Former Member of Parliament and Minister of Law and Justice of Nepal. He is also the President of Center for Consolidation of Democracy (CCD) of Nepal.

 

8.     Dilli Bahadur Chaudhary

Mr. Chaudhary is the president and founder of Backward Society Education (BASE).  A member of the Tharu tribe, who saw his father beaten for seeking schooling, he has been sparking the new generation of Tharus to organize their own night schools in village after village. He is a former Ashoka Fellow and has been instrumental in organizing one of the largest grassroots movements in Nepal focused on education access for marginalized groups

Nature of Crime: Rape and Extrajudicial killing

Approximately 250 unidentified security personnel deployed from:

1. No. 18 Division of NA, Bhulke, Udayapur District;

2. Ranabhim Battalion security base camp, Phattepur, Saptari District;

3. Dantakali Batallion of APF at Barmajhiya, Saptari District, under the command

of NA Eastern Divisional Headquarters, Itahari, Sunsari District.
