 nagarikata not citizenship

the nagarikata tolis are at our neighbourhoods, villages and towns in nepal. since me and my family members dont live over there i have some questions in my mind. i dont know if you guys are in same situation.
1. i am nepali citizen and i dont plan to get us citizenship, do i to renew my nagarikata with the toli.
2. my kids are not 18, so they dont have nepali citizenship how can they get nepali citizenship since they are here in the US.
3. my youngest kid was born here but i have not applied for her us citizenship nad i want to leave it to her decide whatever citizenship she wants. can she get a nepali citizenship from Leroy Place, i mean the nepali embassy here in washington dc?
4. if someone is living here illegally or in a situation that does not permit him or her to go to nepal, how can nepali citizenship can be available?
i am familiar with the nepali diasporas' demand for a dual citizenship or a voting right in a nepali elections from a country of residence. are the nepali organization killing some flies in this regard?

what about the kid? the can get only when they are 18. do i have to register for my minor kids?

anybody can get citizenship after 16 years of age if he is born in Nepal. Otherwise you have to go through few extra rules. Now even indians are buying nepali nagarikata ( you can see the newspapers online) why you cant get it? But it is not necessary to renew your citizenship. keep that in mind. You must be aware of yr passport about the date.
