 Obtaining Nepali Passport for Child in US

I need some good information for my close friend here in NY urgently to obtain a Nepali passport for his Nepal-born child for his family visit to Nepal for this Dashain and Tihar.

The child came here on her mother's passport 4 yrs ago when she was only 10 months old. Mother's passport is still valid for one more yr. To travel in these 3 months, the child now nearly 5 yrs old needs her own separate passport. The NY consulate website is not clear who and how the application should be done and who should sign the application. The child bears only her Birth Registration Certificate issued by the Municipality instead of her Nepali citizenship. Would this birth registration suffice or there are other things required?

6. For inclusion of your child's name in your passport, please include additional US $ 25.00 for each child and provide the following in a separate application addressed to the Embassy: (i) full name of the child (ii) sex (iii) date and place of birth (iv) copy of birth certificate (v) two photographs, (size 2"x2") and (vi) copy of father's passport (page no. 1, 2, and 3) as a proof of Nepalese citizenship. Parents may apply for individual passport for their child by filling-out an application form with all the information and documents as mentioned above. A child, whose father is not a citizen of Nepal, is not eligible to obtain Nepali passport.

Has somebody here undergone similar situation for obtaining the Nepali Passport for the child? Please provide some help. I would really appreciate the expert suggestions. Thanks
