. Ministry of Finance was forced to release Rs 162 million under the non-budgetary heading for nearly a month-long Royal couple's Africa tour and SAARC summit held in Dhaka last year. Similarly, another Rs 70 million was spent during the visit of Prince Paras to Japan, Korea and Austria. The then Home Minister Kamal Thapa obtained Rs 15 million in addition to the regular budget for the "management of necessary security arrangement". Thapa's ministry also received Rs 140 million during the municipal election for security purpose that too was on top of the proposed budget.
