Whats up with this Nepal police chief SHYAM BHAKTA THAPA, his assistant Suresh Dhungana is being blamed of robbery and theft, and this Police chief is trying to protect him. Isn't the police to punish crooks than protcting them.

Simple answer...

He got the Big Share on corruption behind wtih his right man and left man.

If he goes to jail, next this big man has to go to....

So no matter what he needs to protect his right and left man.
