I've been thinking. If I were a mayor of Kathmandu, I would implement five years development plan with review each year to improve/ease lives/life standard.
With Kathmandu as a positive example, rest of the country will follow the course.
The plan includes following.

1. Finally bring drinking water from Melamchi through big pipelines to Kathmandu. There has been lots of talk but no action. I don't think that it is such a big of a deal.
i. Based on Ward number in kathmandu, build water towers to distribute drinking water 24/7 with enough water pressure so that people don't have to use home water pump and individual roof tank/s. This saves in overall electricity use and at the same time make lives comfortable.

2. Depending on area, only allow houses to be at most three stories tall. This helps with point 1.i as water tanks will be enough to support without being very tall.
Allow competition from Civil Engineering and architecture colleges to come up with standards based on geography and other variations to aid in the city building and general architecture.

3. Build sewage tunnels along the rivers in kathmandu so raw waste is not directly disposed in the river.
i. Build water treatment facilities to filter waste water.
ii. improve rivers in kathmandu, with temporary dams to increase the water level for all the sand removal, and clean waste. This will improve aquatic life in kathmandu.
iii. Build artificial ponds where needed and preserve ponds for the beauty of kathmandu and environment.
iv. Allocate green areas with tree planting, and improve parks, recreational areas.

4. Detail study on the current hydro power capacity in the country and the current generation. Invest in new hydro-power plants and improve where needed. Encourage solar panels in homes with tax incentives and vocational trainings for jobs in the field with international quality.
Put Nepal first, and not sell electricity to India when Nepali people are in darkness.

These are the main points I've been thinking. Of course it's not a one man job. There has to be honesty, good moral, good work ethics, etc. from everyone involved.

Absolutely man, this is exactly where Nepal needs to start, moving forward to be energy independent. Without this foundation there is no use to implementing any other plan. When this starts then the govt. can focus on creating a better law in the country and road/traffic conditions. Private sectors are doing their best, I can see the progress and impact they are making. Main issue is the govt. stagnating, lack of leadership & unable to create a good relationship with any other countries which could have come handy in situation like right now, India being jackass.
Also our politicians need to lose the fear of privatization and not create a monopoly where no one can compete. For instance, I really think if NTC was the only provider for cell phones, we would still be paying high price and buying sim cards in black market. Currently you can go to any shop and buy a sim card instantly of your choice Ntc/ncell. Also ntc failed during earthquake for whatsoever reason.

No your plan is same as the plan planned by Nepal Planning Commission and unless we do not have executive who are different breed and carry a different DNA than present executors , it is will be same shit and we can write a big book on reasons for failing.
Education and PH.D. from foreign country dose not change their motive and behavior. Look at Dr. Minendra Rijal, if got an oppertunity he will leave Prachande way behind in corruption, I do not have to explain Dr Mahat , who would sign any place without 10% commission .
We have Bahadur people in wrong place and reasons but same bahadur are Hijada. A model used Khada and it was a big issue, it is just an example, how wasteful we are.

And what good are you by trying to discourage a positive discussion?
You say the plan is same as that of Nepal Planning Commission, would you care to point to the link where we could find the plans?

The Irony is that many "autha chaap" leaders have done less damage to the country than people like Minendra Rijal, Ram Saran Mahat and Baburams.

any proposal would work. we just need an executor that can do the job. this kind of recovery process won't go into traction until there is an provincial election and the local government would create a taskforce for it. federal goverment don't give a shit about it.

@sidster. What damage did Baburam do post the conflict? I thought his tenure was one of the better tenure of any PM in Nepal. Love to hear the other side of the story.
