नेपाल पर्यटन बोर्डका निर्देशक सुभाष निरौलाले करोडौं रुपियाँ अनियमितता गर्नुका साथै व्यक्तिगत विवरणसमेत नक्कली पेस गरेर जागिर खाएको दाबीका साथ अख्तियार दुरुपयोग अनुसन्धान आयोगमा मुद्दा परेको छ। निरौलाका शैक्षिक प्रमाणपत्र, नागरिकता र पासपोर्टमा उल्लेख भएको व्यक्तिगत विवरण एक–आपसमा नमिलेका कारण पनि दाबीले बल पाएको छ। 

निरौलाले प्रमाणपत्र तह भारतको आदर्श सेवा विद्यालय इन्टरमिडियट कलेज वाराणसीबाट उत्तीर्ण गरेको भनिएको, तर सो सम्पूर्ण विवरण नक्कली भएको उजुरीमा उल्लेख छ। निरौलाले पेस गरेको प्रमाणपत्र र चारित्रिक प्रमाणपत्रमा सम्बन्धित शिक्षा परिषद्, विद्यालयको छाप नहुनुका साथै चारित्रिक प्रमाणपत्रमा नाम र थरको बीचमा ‘कुमार’ भन्ने शब्द थपिएको प्रस्ट देखिन्छ। 

निरौलाले पेस गरेको स्नातकोत्तर तहको प्रमाणपत्र पनि शंकास्पद रहेको उजुरीपत्रमा दाबी गरिएको छ। अमेरिकाको नेब्रास्कास्थित बेलिभी युनिभर्सिटीबाट सन् १९९९ मा प्राप्त गरेको एकवर्षे स्नातकोत्तर तहको लब्धाङ्कपत्रमा निरौलाको जन्ममिति सन् १५ अगस्ट १९५९ उल्लेख छ भने राहदानीमा निरौलाको जन्म तीन दिनपछि अर्थात् सन् १८ अगस्टमा भएको छ। 

विभुवन विश्वविद्यालयबाट स्तर निर्धारण गरेको भनी दिएको मिति २०५७।७।६ को पत्रमा पनि नाम ‘सुभाष निरोला’ उल्लेख छ। 

नेपाल पर्यटन बोर्डले आयोजन गर्ने उत्सव महोत्सवको विज्ञापनमार्फत प्रचार–प्रसार गर्न रकम खर्च गर्नका लागि वर्षभरि गरिने विज्ञापनका लागि बोलपत्रद्वारा प्रस्ताव माग गरी प्रतिस्पर्धा गर्नुपर्ने सार्वजनिक खरिद ऐनले गरेको कानुनी व्यवस्थाविपरीत उनले आफ्ना नातागोतालाई एक करोड रुपिैयाँभन्दा बढी रकम मनोमानी रूपमा बाँडेको उजुरीमा दाबी गरिएको छ। 

पर्यटन वर्ष २०११ का लागि सरकारले ०६७।०६८ मा विनियोजन गरेको २३ करोडमध्ये विभिन्न शीर्षकको नाममा निरौलाले १० करोड रुपियाँ अनियमितता गरेको पनि उजुरीमा जनाइएको छ। पदीय दुरुपयोग गर्दै निरौलाले आफ्नी छोरी आयुशा निरौला कार्यरत ईसीएस नाम गरेको अंग्रेजी म्यागाजिनलाई मासिक १ लाख रुपियाँ दिने निर्णय गरेको पनि दाबी छ। 

बोर्डमा रहँदा आर्थिक अनियमितता गरेको भन्दै ०६२ चैतमा नेपाल पर्यटन बोर्डको तत्कालीन कर्मचारी निनिमयको अधीनमा रही निरौलालाई बर्खास्त गरिएको थियो। निरौलाले जनआन्दोलनपछि पुनर्बहाली गर्नुपर्ने माग राख्दै बोर्डमा तालाबन्दी गरेपछि उनी पुन

 निरौलाले १० करोड रुपियाँ अनियमितता गरेको पनि उजुरीमा जनाइएको छ। पदीय दुरुपयोग गर्दै निरौलाले आफ्नी छोरी आयुशा निरौला कार्यरत ईसीएस नाम गरेको अंग्रेजी म्यागाजिनलाई मासिक १ लाख रुपियाँ दिने निर्णय गरेको पनि दाबी छ। 

I was wondering why we would not get to see any promotional advertisement about Nepal on National Geographic or Travel Channel. Since so much money was spent on self, there was no effort to try to bring celebrity chefs like Andrew Zimmern (Bizarre Foods) and Anthony Bourdain (No Reservation) to Nepal for the promotion.

Not surprising, Mr. Nirola built a brand new house in Baluwatar and his wife alongwith their daughter-in-law run an INGO called Swati Nepal funneling and keeping the money in household! (information is provided by one of my friends who lives close to the family)

Ironically this same man was awarded Tourism Man 2012.
O what a shame and pity.

NTB chief bags title of Tourism Man 2012

 

KATHMANDU: Officiating Chief Executive Officer (CEO) Subash Niroula of Nepal Tourism Board has been honoured with the title of 'Tourism Man of the Year- 2012'.


Tourism Minister Posta Bahadur Bogati honoured NTB Officiating CEO with the title amidst a programme organised here on Tuesday, marking the eighth anniversary of Gantabya Nepal Publications.


On the occasion, Minister Bogati released a CD launched with a view to promoting tourism in the country.


Natural, cultural and archeological diversity in Nepal are the bases of tourism development, said the Tourism Minister adding that the government would formulate necessary laws, rules and plans for the utilization of such properties.


He stressed the need of carrying out in-depth study and research in the tourism sector.


Secretary at the Office of Prime Minister Leelamani Poudel said prolonged political instability in the country has negatively affected tourism business.


Similarly, Niroula said the NTB is moving ahead on the basis public and private cooperation to boost tourism business.


Publication's Chairman Shiba Adhikari, Education Secretary Kishor Thapa, former secretary of Nepal Mountaineering Association Ang Tsering Sherpa, former Chairman of Trekking Agents Association of Nepal Deepak Mahat accused the political parties of promoting the culture of strikes and shutdowns, causing negative impact on tourism business.

The condition of toilet in Kathmandu International airport states the rampant corruption there. I was there for the last Dashin+Tihar, and had to use the restroom, and it was smelly and horrible.

Mr. Niroula was a corrupt man while he was in NE for a short period. It has been known, he frauded many credit card and left the country
