 they have to wait until October 1, 2012.

Once next year visa numbers are available, you are able to get GC....

 I talked to my lawyer and this is what he says:

Yesterday afternoon, the Department of State published the July 1, 2012 Visa Bulletin, in which the Department of State discloses that immigrant visas (i.e., Green Cards) will become essentially unavailable  for all countries (not just India and China) on July 1, 2012.   What this means is that as of July 1, 2012: (a) EB2 beneficiaries who would otherwise have been eligible to file for Adjustment of Status, but who have not yet done so, will no longer be eligible to file for Adjustment of Status; and (b) EB2 beneficiaries who have already filed for Adjustment of Status, but whose AOS Applications have not yet been approved, will likely see no further progress / adjudication of their pending AOS Applications until October 1, 2012 or later.

Even after October 2012, the chances of being current is negligible to none. So, if you recently filed for 485 or were planning on filing one in the next couple of days/weeks............we are all फक्ड! Literally!!

see this sentence from a visa bulletin page:

Allocations were made, to the extent possible, in chronological order of reported priority dates, for demand received by June 8th.

Means if anyone submitted his 485 and recived date is June 8 or older then there might be the chance to get GC sooner.

Yes, I think ROW will be current again in October :). Since this is the last fiscal quarter and only 19% of the visas are available. While demand is the same as it was in the last 3 quarters. Breakdown of numbers is as follows: 

October-December: Quarter 1: 27% 
Jan-March: Quarter 2: 27% 
April-June:Quarter 3: 27% 
July-Sept: Quarter 4: 19% 

That is why July is retrogressed since only 19 percent visas are available

 BTW, how come there any EB2 cases pending from 1 Jan 2009 for Rest of countries categories? Since it was always 'current' in past, there should not be any backlog for this group .. right?
