it may. there have been several instances of refusal of issuance of visa upon expiry of the current one. however, if a compelling reason exists such as complex medical need requiring continuation of medical treatment in the US hospitals, such restrictions may be waived. the restriction is imposed on the ground of being a Public Charge, by using available free medical treatment and associated costs. If you pay the medical bills, it should not affect you in future. US restricts anchor-baby purpose.
