So our PM is equivalent to Indian Minister of State (rajya mantri) ?

India knows who the prime minister of Nepal is and knows how he was installed (sorry, i could not find better word to describe this person) in this position and knows who could be the right person to welcome him in the airport. Sadak ko bhatuwa kukur ko jati pani samman payena MaKuNe le, ke garos ta.

Baru Girija le Nepal ko ijjat dhaneko thiyo ek patak prime minister bhayera India jada after Jana Andolan II; Indian prime minister Man Mohan Singh himself went to the airport to welcome Girija that time.

I am wondering if there is a difference in protocol when its a "state visit" vs "goodwill" visit.

Rahul vai

You may be right.

May be because of goodwill visit not a state visit.
