One of my relative got H1B Visa in September 2008, When should he be here in USA? Is there any kind of deadline or any date he/she should be here?

I dont think so better to concern with the company from where S/He apply for H1

he can be here in usa not more than 10 days before the start date on his H1b approval notice. HTH
