You can be paid for CPT.I have several friends working on CPT and getting paid.Some Colleges/universities ask students to pay for certain credit hours when they asks for CPT but most of the Universities do not care just write a letter to employee granting CPT and update information in your SEVIS.You are good to get paid for what you work for.

I worked one whole year on CPT and my school did not ask for a penny. They just need all the paperworks to be in order. Thats it. Afterall, CPT is a full time work authorization.
Some schools might ask students to pay for certain number of credits towards the CPT authorization.
CPT is not always for full time job. It can be either part time or full time. Getting a CPT authorization has nothing to do with USCIS. It all depends on the employer, your advisor and the international student office.
