चलाक translates to 'clever', but while 'clever' has a positive connotation, 'चलाक' has a sort of negative connotation. Wonder why!

आईज बाबु ला खा र लोप्पा ख्वाउने ला खा लेख्दा उही नै हो उच्चारण र उच्चाहण बाट सुनिने स्वर / आवाजले negative - positive जनाउछ |
त शब्द छुद्र बाचक शब्दको रुपमा लीईञ्छ | हाइ स्कुलमा हुदा सबै गुरुले त नै भन्नु हुदा हामीलाई मान्य थियो तर कलेज पुगे पछि गुरुबर्ग बाट त भनाइ सुनिदैन र सुनिएन तर अग्रेजी पढाउने पन्त सर ले "त" नै भन्नु हुन्थ्यो | त्यो त सुन्दा हेय को रुपमा होइन अपनत्व भरिएको सुनिन्थ्यो |

Probably, 
चलाक with a positive connotation → Shrewd (बुद्धिमान, बुद्धिमानी)
चलाक with a negative connotation → Cunning (चलाक)

Logan is right. Context is everything.

"Clever" could be negative in context.

"The nagarpalika worker cleverly avoided doing his job so others had to pick up the slack for him",

or "The thief found a clever way to break into peoples' houses without ever being suspected".

Or "Mr. कप Oli cleverly avoids answering tough questions by changing the subject and talking about गैंडा पुराण र उखान टुक्का "

Same thing with चलाख

"मेरो कुकुर अति चलाख छ . बन्द गरेको ढोकाको handle खोलेर बाहिर जान सक्छ "

"तिमि धेरै चलाख हुन नखोज है"

"भन्सार विभागले सरकारभन्दा तस्कर चलाख हुँदा सुन तस्करी नियन्त्रण गर्न नसकेको बताएको छ"

" प्रचण्ड जीले अति चलाखीपूर्ण तरिकाले सुत्त समर्थन फिर्ता लिएर अेालीजी लाइ मुर्गा बनाउनु भयो "

It's true. In Nepali you have one word chalaak while in English you have cunning, shrewd and clever.
