I think the information is incorrect. The password is not a passphrase for the bitcoin wallet, but for the secured hard drive he used. He stored his bitcoin passphrase in that harddrive which is locked by his personal password that he forgot. Upon 10 attempts, everything in that hard drive will be gone, including the passphrase of the bitcoin wallet.
