I felt to answer that way because of your response. You did not see any difference on stealing comments and publishing under his name. You questioned me ?

If you block the IP address of LovelyHearts and if he is same person both IP address will be locked and if not he will be seen in sajha.
If he is the same both will be locked and he has to go to public library to log on sajha or has to use his mobile and his stealing habit will be gone.

I am not the admin, just a moderator.
Both of the aforementioned users seem to be using VPNs (which is always a good idea to keep yourself safe), so we have no idea if they are the same people or not. As far as lovely_heart is concerned, i have warned him about abusing the community. If he continues to act like this, we will have to terminate his account and ban his IP (which doesn't really do much to be honest with you).
I am sorry about the trouble you had to go through. I hope we will be able to curb this kind of behavior in the future.
