My sister and family have migrated in USA as the permanent resident in 2019. My neice studied and completed A level from St. Xavier college in Nepal in 2019. She is 18 years old. Can my sister claim my neice as the full time student dependent studied abroad prior to she became US resident?

Is she a dependent on their tax return ? If not may not be illegible!

Yes, she is a dependent but studied in Nepal prior to became the greencard holder in 2019. Is she quility for the student dependent? Adding student dependent gets good refund.

She can claim her daughter as a dependent and claim $500.00 tax credit. that's it.
she is over 17 so can not claim child tax credit. she is not in pursuing bachelors degree so can not claim American opportunity tax credit or life time education credit.

if qualifed for American opportunity credit is up to 2500.

Not sure: about it,

to qualify for American opportunity credit you need be seeking 4 years bachelor degree with 1098-T.
