It is difficult to say but I think there is some chance for some sort of compromise bill which will be similar to HR 1044. It would be disastrous for Nepalis who will be filing EB visas. From what I read, this bill can become law as soon as September of this year. Really hoping it gets shot down.

As far as i know senate version of hr1044 is stuck in senate. It has been blocked by senator Rand Paul who himself has introduced a new bill called s2091 which eliminates the country cap as well while increasing the green card numbers.
