That will open up another problem, which is already prevalent in Nepal. These donation hustlers are brainwashing everyone begging for donations for everything.
This is the job of our security personnel and leaders of Nepal. We need to hold them accountable, if they can't do their job, appoint new one. Before all that, DEATH PENALTY FOR CORRUPTION of any kind should be established. We know this law won't be passed anytime soon, as those in positions now themselves fear that their tails might be trapped in the process as most of them are corrupt. Just compare the wealth they have before and after their position, from leaders to a gatekeeper in government everyone is corrupt. STOP BRIBING period, we all are somewhat responsible for this problem, a simple case might be, we find it easier to throw money to get things done, than to wait for our turn for simplest things like making passport. If we all are responsible  and stop feeding these rats, they will all die away sooner or later. 
Like they say 'जुन जोगी आए पनि कान चिरेको ', strength should come with responsibilities, those in positions needs to be held accountable for their actions, If not the saying will continue.
This is the only solution to all the problems, if not we will be just jumping from one to another pile of shit.
