Now you tell me DV lottery should stop or not? DV winner is a terrorist (at least this guy in NY).
In my opinion, it should not have started in first place. What's your take?

Depends on how many DV lottery winner has done this vs how many none dv lottery has done same vs how many "start linking it to some sort of type of group"? Whoever has done most terrorist/killings banned them for exist3nce.

How would it be different for any other naturalized citizen or a permanent resident? The process to grant GC might be different, but the background check done is same AFAIK. He got the DV, but imagine, he could've come here on studies, got a job and got sponsored for GC; he still wouldn't have been flagged.

What kind of background check they to for a DV. They just run police report of that country and fingerprints them to see if they have any national or international crimes.I think any non-immigrants and immigrants visa should be screened as if one is getting their PRor citizenship. The interview should screen their intentions, intelligences,education or likelihood of being radiacalized or any weird behaviors and so on. You can not let people easily just because they were randomly selected.
