How can I apply for F-1 from TPS.

Currently I am only on TPS status and working full time for a client on TPS-EAD. But I am worried that TPS will not be renewed after June 2017. So, I am thinking about joining for masters on Computer Science as F1 student and then apply for CPT/OPT during/after masters (if tps not extended) and continue to work for client.
My question is how can I apply for F1 status while on TPS. Note I finished my Bachelors in 2014 and been on TPS only status since June of 2015. I no longer hold any other status than TPS.
If you were on F1 before you moved to TPS i believe you should be fine and will be on the discretion of DSO. If not you might have to go for visa stamping.
I think as the Sevis is expired by now, you might have go out of country for visa stamping and to reinstate Sevis.

To my understanding, you should be fine since you have a valid I-94 till future date(assuming your TPS will get renewed). There is a great chance of your I-539 getting approved with I-94. Just in case your I-539 get approved but not I-94, then it will be the consular processing. Here are the steps to follow
1. Find a school
2. Pay SEVIS
3. Prepare document along with I-20 Given by DSO for I-539 processing
4. Prepare fees
5. Submit
It will take 3+ months and in my case my I-94 get approved. Thanks
F1 can be reinstated anytime despite the gap until TPS is valid? I know it can be applied but I wanted to know if there is a case of F1 approval from TPS after a gap?
