I received a Notice of Infraction while making a right turn. I went to the court and talk to the clerk and she said I was suppose to make a complete stop before the white line, however I did make the stop but it was passed white line. Should I go for Contested Hearing or Mitigation Hearing? Even the notice says "If you were making a right hand turn at the time of the incident, the violation video shows that you failed to come to a complete stop before making the turn" but it doesn't say anything about making the complete stop before the white line. Need some advice if anyone has experienced similar situation before.

Isnt making complete stop before the white lines one of the laws stated on the rule books. If I were you i would try to get points or fines reduced instead of arguing on where you stopped.
what to do if i get ticket from officer?Can i go to the court and plead not guilty?

just get a traffic laywer and get it dismissed!
Must come to a complete stop, look left and right then proceed.. wait 3 seconds after you come to a complete stop.
goto the traffic court if there is one.. otherwise try to talk to prosecutor before your court appearance.. try to get it dismissed.. if its your first time, they might dismiss.. or atleast reduce fine or not go in record.. Its not much you can do.. they have the proof in video..
if there is some other hearing besides regular court hearing.. go for it.. explain what happen and say u r sorry u didnt know..and say to pls dismiss ticket or reduce it.. if u r student, also say u r college student and u dont have much money etc etc..
The rule is complete stop before line. I got ticket in exact situation. I did rolling stop. I went to traffic lawyer to change from moving violation to parking violation to avoid points on my driving record. Paid both ticket and lawyer fees. Doesn't worth the time to go to court. Get over it.
Every county is different. I've got around 10 tickets over the period of 7 years in different states and counties. I paid a few tickets in the beginning. Then i took online defensive driving class to get few others dismissed. The recent one, i went to trial. The judge didn't dismiss a single ticket out of around 50 violaters who represented themselves at the court including me. And there are courts, where judge gives a break for first time violations. So, lean your court and decide accordingly.
