The final rule allows 24 months OPT extension for STEM
The final rule allows such F-1 STEM students who have elected to pursue 12 months of OPT in the United States to extend the OPT period by 24 months (STEM OPT extension). This 24-month extension effectively replaces the 17-month STEM OPT extension previously available to certain STEM students.
Dates: This rule is effective May 10, 2016, except the addition of 8 CFR 214.16, which is effective from May 10, 2016, through May 10, 2019.

I applied extension last week only. and then this news comes in. so, i wont be in 24 month beneficiary ?

Any OPT STEM Extensions that were submitted before May 10, 2016 will be valid for 17 months. To receive the additional 7 months of authorization, you will be required to complete a second application to USCIS.
If you have submitted your application to DSO last week, there is a chance that he/she has not posted your application to USCIS yet (considering my experience with the DSO advisers, it's like a government job for some).
But you have to wait until May 10, 2016 to apply for your 24 month extension.

ruben123 my advisor posted all the info to uscis this week. so i guess i will have to pay
$380 just for 7 months. but, hopefully i dont have to go through last 7 month extension.
