I am trying to fill up the form for one of my relative. Do i have to put his spouse and children's information even though they are not filing for TPS? His children and spouse are permanent resident while he is not. If any one has any idea please share

The application needs to be filled out completely, and an applicant needs to provide all requested information. The applicant must swear under oath that the application is "true and correct."
If you aren't familiar with filling out USCIS paperwork, you may wish to speak with an immigration attorney. An immigration attorney will be familiar with TPS, can tell you how long the process takes, how much it costs, and can explain the more complicated parts of TPS (like advance parole).
