As we all know Nepal is going through process of writing new constitution, I am opening this thread to track stuff that matters to Non-Resident nepali. Out of those most important one is Ofcourse right of non-resident say it dual citizenship, nrn-card or what ever it is. Long back I read article that all major political parties agreed on some sort of strip down version of nepali citizenship for non-resident , and provision will be clearly defined in new-constitution. So what is status of that decisions. Will non-resident get anything guaranteed as constitutional right, through constitution? Or we have screwed our relationship with all political parties due to untrust during eathequake , and they are ready to screw us back. And what is NRN doing about it? This thing has very long term impact, so trying to track it if people are following it.

PS: This thread is not to debate , we need dual citizenship or not. This is not to debate Nepal should give it not. This is just to track what is going on and what NRN is doing related to this. If you want other debate open other thread . Sexual debater, haters , and people who don't know shit don't past here just for the sake of postings, you all have bunch of other thread to jump around.

३० जेठ, काठमाडौं । भूकम्पपछि पुनर्निर्माण कसरी गर्न सकिन्छ भन्नेबारे शनिबार लाजिम्पाटको र्‍याडिसन होटलमा छलफल चलिरहेको रहेको थियो । अर्थमन्त्री डा. रामशरण महत आफैंले विज्ञहरुबाट प्राप्त सुझाव नोट गरिरहेका थिए । विज्ञहरु भन्दै थिए, पुनर्निर्माणका लागि नेपालमा मजदुरको ठूलो अभाव छ ।’

प्रधानमन्त्री सुशील कोइरालाका विकास मामिला सल्लाहकार डा. बिजन पन्तले सोही होटलमा अनलाइनखबरसँग भने- ‘अब देशलाई ठूलो संख्यामा लेबरहरु चाहिन्छ, हामीले खाडी मुलुकमा गएका नेपाली युवालाई स्वदेश फर्काउनुपर्छ । र, अमेरिका युरोपतिर गएका दक्ष नेपालीलाई पनि स्वदेश फर्काउनुपर्छ ।’

कसरी फर्काउने नेपाल ?

देशमा रोजगारी नपाएर जिविकोपार्जनका लागि अरबको भूमिमा पुगेका लाखौं नेपालीलाई कसरी स्वदेश फर्काउन सकिएला ?

अनलाइनखबरको प्रश्नमा प्रधानमन्त्रीका सल्लाहकार पन्तले भने- ‘नेपालमा हुने पुनर्निर्माणको काममा उनीहरुलाई बढी तलबको व्यवस्था गर्नुपर्छ, नेपाल र्फकने निशुल्क प्लेन भाडाको व्यवस्था गर्नुपर्छ र नवनिर्माणपछि नेपालमै उद्योग व्यवसाय गर्न चाहेमा उनीहरुलाई राज्यले सहुलियत ऋण उपलब्ध गराउनुपर्छ ।’

सरकारले विदेशमा रहेका युवालाई यस्तो सुविधा दिने हो भने उनीहरु स्वदेश र्फकने र नवनिर्माणमा सहभागी भई आफ्नै देशमा बस्ने डा. पन्तले दाबी गरे ।

दोस्रो दर्जाको नागरिक भएर नबस्नोस्

प्रधानमन्त्रीका सल्लाहकार डा. पन्तले युरोप र अमेरिकामा बसिरहेका नेपालीलाई पनि स्वदेश फर्केर नवर्निर्माणमा लाग्न आग्रह गरे ।
त्यहाँ दोस्रो दर्जाको नागरिक भएर बस्नुभन्दा आफ्नो देशलाई संकट परेका बेला यहीँ फर्केर केही गर्न उनले आग्रह गरे ।

‘के तपाईहरुसँग देशप्रतिको जिम्मेवारी छैन ? नेपालमा यतिबेला तपाईहरुको आफ्नै घर भत्किएको छ,’ पन्तले विदेशमा बस्ने दाजुभाइलाई भने, ‘त्यहाँ तपाईहरु दोस्रो दर्जाकै नागरिक हुने हो, अब स्वदेशमा आएर पहिलो दर्जाको हुने कि उतै बस्ने ?’

संसारका अधिकांश देशमा आप्रवासनमा गएका नागरिकहरु फर्केर विकास सम्भव भएको डा. पन्तले बताए । उनले भने -‘कोरिया यसैगरी बनेको हो, भारत र चीनमा पनि विकसित राष्ट्रबाट फर्केका नागरिककै कारण विकास सम्भव भएको हो ।’

राज्यसँग तलब नमागौं

विकसित देशमा बसोबास गरिरहेका दक्ष नेपालीहरुले चार/पाँच वर्षमात्रै भए पनि स्वदेश फर्केर योगदान गर्नुपर्ने डा. पन्तको सुझाव छ ।
‘अहिल्यै सबै मिलेर देशका लागि केही गरौं,’ उनले भने, ‘ढीलो गर्‍यौं भने देश डुबिसकेको हुनेछ, हामी सबै एउटै डुंगामा डुबिसकेका हुनेछौं ।’

विकसित मुलुकमा गएर सीप आर्जन गरेका नागरिकहरुले राज्यले पर्याप्त तलब र जागिर दिन्छ कि दिँदैन भनेर सोचिरहनुभन्दा स्वदेश फर्केर आफैंले रोजगारी सिर्जना गरेर देशलाई मद्दत गर्नुपर्ने डा. पन्तको सुझाव छ ।

And may be you guys needs do some so that feel welcomed and give some basic right so that they can come and work. People staying abroad has spent lot of time and efforts to became what they are today. So just saying drop everything and came cause ur country calling I is not going to work. Be practical, give them them basics right for them to come and work, do business make profit and take their money back if they want to after paying tax. All those countries mentioned gave right for their non-resident to come, stay work and do business. Nepal needs people who can get work done , not damn PHD who can just write articles, getting things done is the skill everyday people living abroad are best at, so giving way in for them won't harm anything at least .

I heard that there is a provision of dual citizenship in this constitution for NRNs with some restrictions like not allowed to vote etc but not 100% sure.

Good thread.

Before all this happened, we were told that the parties had agreed to the provision that robwin mentions (somewhat). You will find the sources if you google. Restriction on running for election is there but could be lifted if you live in the country for five years I think. Voting restriction is even smaller, if any. I think this was well thought out provision and I fully support it.

It is a very good news that they have sign a agreement and move forward for constitution draft, I always think positive and my best wishes for them, but my another sense has a doubt about constitution writing in Nepal, hope this will not come true. If Nepal stays poor, good for neighbors economy and our top leaders are more worried about neighbor's economy and their own personal economy than country. Prachande will come with another bakhada in a few days, stay tuned.....

So the question is are they going to put that provision of stripped down citizenship as one type of citizenship in constution that they are drafting right now. Looks like they have agreed on sort of stripped down version of citizenship for non residents earlier.

Is our NRN or ANA doing anything to keep them honest on some thing they agreed earlier? Are they keeping themself updated on what's going on?
