Immigration Relief Measures for Nepali Nationals
USCIS has several immigration relief measures that may be available to Nepali nationals who are affected by the magnitude 7.8 earthquake that struck Nepal on April 25, 2015.
Measures that may be available to eligible Nepali nationals upon request include:
Change or extension of nonimmigrant status for an individual currently in the United States, even if the request is filed after the authorized period of admission has expired;
A grant of re-parole;
Expedited processing of advance parole requests;
Expedited adjudication and approval, where possible, of requests for off-campus employment authorization for F-1 students experiencing severe economic hardship;
Expedited adjudication of employment authorization applications, where appropriate;
Consideration for waivers of fees associated with USCIS benefit applications, based on an inability to pay; and
Assistance replacing lost or damaged immigration or travel documents issued by USCIS, such as Permanent Resident Cards (green cards).

I just did a quick research. Haiti was affected by earthquake on January 12, 2010. They were given TPS on January 21, 2010 (in just 9 days). Well, I am considering "TPS Designation Date: Jan. 21, 2010" as the official TPS granted date, that's why. I maybe wrong too, but you can check for yourself.
So, I think we aren't out of the equation as far as TPS is concerned.

Does the necessarily mean TPS is cancelled? or this could have been initiation by USCIS until they have made their mind to finally grand TPS?

237K le apply gareko ho H1B ta 2 choti parena aba 2.3 million le apply gareko DV kaha bata parla ta khai....aba college farkinu bahek kehi chaina upaye.
I would think they won't give TPS for Nepali nationals as they launched the special immigration reforms. Pretty much all the privileges mentioned on the special relief measures will be included in TPS so it does not make sense to issue the relief program and then approve TPS.
I am not an immigration expert so these are just my opinions.

Yes as they have given special provision to Nepali citizen TPS might be out of question, hope I am wrong. So in haiti they gave in 9 days hamro ta 9 days bhai sakyo ni so didaina hola

The countries you listed are west african countries, which means they were hit by ebola. The relief measures were brought in the initial stages of ebola and once it became pandemic, TPS was approved.
The case for Nepal is different. I hope USCIS approves the TPS but I see slim chances.
