महिला बालबालिका तथा समाजकल्याण मन्त्री निलम केसी र त्यहाँ बस्दै अाएका नेपाली महिला बीच दोहोरो नागरिकताको विषय उठेपछि घम्साघम्सी भएको छ । स्थानीय महिलाको आयोजनामा न्युर्योकमा गरिएको एक भेटघाट कार्यक्रममा बिदेशमा बसेका नेपालीले आफ्नो नागरिकतालाई निरन्तरता दिनुपर्ने बताएपछि मन्त्री केसी आक्रोसित भएकी हुन् ।

अमेरिकामा बसेर महिला अधिकारका क्षेत्रमा कार्यरत सीता खरेल लगायतको समुहले दोहोरो नागरिकता लिन पाउनुपर्ने यसका लागि मन्त्रीले पहल गरिदिनुपर्ने माग गरेपछि 'दोहोरो नागरिकता लिन पाइदैँन' भन्दै कार्यक्रमस्थलमै मन्त्री कड्किएकी  हुन् । 'तपाईहरुलाई नागरिकता किन चाहियो ? अमेरिका बस्ने अनि दोहोरो नागरिकता पनि चाहिने ?' उनले भनिन्, 'अमेरिका बसेर दोहोर नागरिकता मिल्दैन यस्ता सम्झौतामा मै हस्ताक्षर गर्दिन ।'

उनले यस्ताे जवाफ फर्काउने बित्तिकै कार्यक्रम स्थलको अवस्था असामान्य बनेको थियो । लामो समय चर्काचर्की परेपछि मन्त्री केसीे खाना खान बोलाएर यस्तो प्रश्न गर्ने भन्दै खाना नै नखाइ फर्किएकी थिइन् । नेपालमा रहँदा मन्त्री केसीसंगै रहेर विगतमा लामो समय काम गरेकी सीता खरेलले मन्त्री केसीको हात समाउँदै खाना खाएर मात्र जान अनुरोध गर्दा मन्त्री प्रहरी बोलाउँछु भन्दै कड्किएकी थिइन् । नेपालबाट आएका सरकारी प्रतिनिधिले प्रहरी नबोलाउन अनुरोध गरेपछि मन्त्री खाना नै नखाइ फर्किएकी थिइन् ।


उनी नेकपा मालेबाट मन्त्री भएकी हुन् ।

I read an article written by Chetendra J Himili. According to the article there will millions residing India and but enjoying all  the benefits( Old age )  provided by Nepal. It will bring  bitter and negative effects than benefits

Whether she is right or wrong, I have to commend her for taking a stance. Politicians are too diplomatic and it is kind of nice to see somebody willing to go against the common sentiments.

Now, of course, I say this without knowing her history and am basing it solely on the act that's mentioned in the article.

Also, I am torn in my stance to support or oppose the dual-citizenship. I see point from both sides, and I will just go with what they decide to do - instead of making an agenda out of it.

I am starting where Kiddo left off, I do not support the idea of dual citizenship - not even a tiny bit.

We immigrants constantly wish we'd get through the American embassy without hassle; and when we are granted visa we are more than pleased to leave Nepal in the first possible flight from TIA. And to top it off - become our international best the moment we board the aircraft. And the story doesn't end there, we do every imaginable menial job to make our ends meet and pay our tuition, join consultancies to find jobs, somehow find a working visa, eventually a green card and then US passport. And all along we happily pay 1/4th of our salary to uncle Sam when we do not even contribute more than $500 towards charity in Nepal. But then we claim our love for our nation and want to get a dual citizenship.

That is one of the biggest baloney and a brazen episode of hypocrisy ever displayed in the name of national pride.

We all need dual citizenship because we still could claim our property in Nepal, maybe sell that house in Bishalbazar, sell that land in dhapakhel and purchase a Range Rover, pay off our house here and take our family on a trip to Europe and South America.

But again, this hypocrisy is insignificant to a Maoist or any type of Communist from Nepal who is enjoying his/her time in capitalist America.

Why to mix up property and citizenship thing . If majority of people want property right then why not give right to transfer property. They can have some sort of state tax. And I don't think any nation can just take away property of people just like that, that will be hight of communism.

Now citizenship is different thing, they can give some sort of easy access and extended visa, along with path for reclaim if they move back.

Why only dual citizenship, why not triple citizenship? Born in Nepal so Nepali citizen, still paying tax in Nepal, doing business in western country, pay tax so it's my right for citizenship, and I have a big house in some Pacific island (not Vanuatu), pay tax there too, so I have right of citizenship in that island too.

One of my friend from south Africa has passport from, UK, Australia and south Africa why can't I?

What are the consequences if a person holds both US as well as Nepali passport? I have seen bunch of people holding both Nepali and US passport/citizens...

We cannot just compare Nepal to USA, UK, and Australia. Development is not just making smooth trains, smooth roads, smooth flying machines. Even if you make all these extraordinary infrastructure in Nepal, what will happen? What happened to the infrastructures that was built by Nepal government during SAARC? Nepali citizens didn't give a crap about all those flowers and they stepped their foot mercilessly killing flowers and green grasses. Why did I brought this example? Because we need to understand: "A nation is nothing but collective consciousness."

Dual citizenship is not Nepal's topmost priority and even if USA, UK, and Australia have the system of dual citizenship, it is not necessary for Nepal to implement the same rule because Nepal, as a sovereign state, has its own rule. Since, we live in a relative world, we also have relative laws based on our own circumstances. We as a Nepalis need to focus on topmost priorities right now: 1) Fix the damn politics 2) Bring a holistic education system where all the khateys of Kathmandu are not neglected 3) Fix the damn border so that Nepali chelis are not sold in Mumbai's Kamathipura district 4) Eradicate the poverty.

Life is a chain reaction and Nepal has not reached that level where Nepalis can afford to think cosmically.

It's really a tragedy that we have a minister like her in Nepal. Aare kasailey yesto garidinu , bhandinu paryo bhandai ma jhagada garera hidnu parchha. Khoi diplomacy, Khoi logic, Khoi maturity? I would have immediately fired her or force to resign from her such a responsible title if I were PM regardless whether she is from my own party or different. Ke garne , muji desh ko maya bhayeko leader haroo bhaya po kehi hunthiyo, Khatee mula khana napako haroo le lead gare pachi desh k oobho lagthiyo.

Its very important to understand problem and it consequence . And just debating and bahas won't fix things. We do crapy bahas to much and don't take step to fix. It's definately time to address this in some way, when 7/8 % of its people are living abroad.

Logic that people living in India from nepali heritage and other Indians might use or take advantage is not that valid. It's not issue of law, if they make law of giving dual citizenship, thay need to regulate it well, and I don't think they will give duel citizenship to people who don't have single citizenship. Now if they want single citizenship of Nepal, they would try to get today also. So what the point saying just because Nepal start giving duel ( secondary citizenship ) based on older citizenship record, more indian will want nepali citizenship. It doesn't add up to me. May be I am missing some thing small but it doesn't sounds much logical.

It's decision of people of Nepal ,and all other people chilling abroad can't decide what is right, either it's not right to lobby for it strongly. They can put their demand, and people living in Nepal has full right to decide the way that want. Personally I think they can give scale down version of citizenship to people who already had nepali citizenship for several yrs and got citizenship of other country. Thay can put some control like he/should need to have nepali citizenship for last 10 yrs to get dual one. And they can strip down political right. I don't agree with giving voting right considering nepals open border.

But also argument that just because we are brom as nepali and from nepali parents we are naturally entitled to nepali citizenship is not correct. We will always be nepali enthnically, but citizenship is right granted by state for it's people to excercise their right and state can make definately make law regarding people who migrate or intent to migrate permanently and dont contribute much actively. We usuallly give example of india, but india also doesn't have full dues citizenship law. Western conuntries are different because of their mature burocratic setup/record keeping and regulation.

3 things:
1) The demand of dual citizenship is for the ones who already have Nepali citizenship. So the argument that we'll have to provide Nepali citizenship to all the Indians of Nepali descends is invalid because they do not have Nepali citizenship, they only have Indian citizenship.They Keep using the same argument against the dual citizenship all the time but really what are they thinking, or are they even thinking?

2) Our ancestors fought against the enemies, contributed their lives and hard work and earned Nepali citizenship. who is this vitch to tell me i can not have my Nepali citizenship. For someone who was born as a Nepali from a Nepali , ethically no one should be able to strip off their citizenship.

3) I don't know about others , but these people are just enjoying the game of having some authority. They are acting like our lives will be devastated if we can't have our Nepali passport, wrong. With American, or other developed passport we have much more freedom to travel and live better lives. You can take that green Nepali passport and shove it in you ass you she male looking viatch.

५. दोहोरो नागरिकता दिदा पुरानो नागरिकता फिर्ता लिएर दोहोरो नागरिक भनि उल्लेख गरि नया नागरिकता दिने तर नागरिकता पाएको मिति भने पुरानै राख्ने
६. दोहोरो नागरिकता एक पटक मा ५ वर्ष को लागि दिने , र तेस्बापात १०० अमेरिकी डलर तिर्न पर्ने, ५ वर्ष मा दोहोरा नागरिकता १०० डलर तिरेर स्वतः नबिकरण गर्न पाउने. त्यो नबिकरण गर्ने अधिकार सम्बन्धित देश को नेपालि राजदुतावास लाई दिने, नेपाल मा पनि नबिकरण गर्ने बेबस्था गर्ने.

दोहोरो नागरिकता मा बुदा १,२,३, बाहेक अन्ये अधिकार नेपाल मा बस्ने एकहोरो नागरिक बराबर हुने छ भनेर उल्लेख गर्नी तेसो गर्दा कानुनी झमेला हुदैन.

दश लाख नेपाली ले दोहोरो नागरिकता लिदा १० करोड अमेरिकी डलर राजोस्वो उठ्छा सरकार लाई प्रतेक ५ वर्ष मा
अब नागरिक भयपछी त देश को लागि केहि राज्वोस्व त दिने पर्छ नि.

सानो सानो कुरा मा धेरै विवाद गर्न हुदैन, हामी नेपाली लाई हरेक कुरा ठुलो समस्या हुने गर्छ.

समाधान भएर त समस्या हुने गर्छ, तेसकारण समस्या मा होइन समाधान मा बहस गर्नी हो, समस्या त पहिछां मात्र गर्नी हो

Dual citizenship, frankly, doesn't make much sense for Nepal (in reference to Nepalis in US), but if granted, I might consider it.

Instead of looking at why one would need it, let's look at the circumstances after one gets the dual citizenship.

The person would want to live in Nepal or US (remember we are talking about Nepalis in US only). Say the person would like to live US, then why would Nepal grant citizenship to this person? Just go with NRI model, if you don't even care to live in your country then you don't deserve a citizenship. As for the properties that belong to you in Nepal, we should have provisions for NRNs without having to invoke citizenship issues.

Now, say, you want to return back to Nepal but retain US citizenship. Understand that as a US citizen, you are liable to pay income tax to US regardless of where you reside. Does having a passport make sense while having to pay dual taxes every year (US grants foreign tax credit but you still have to pay the differential)? To me it doesn't.

I'd do it if I were coming to Nepal for retirement and don't expect income in Nepal.

Again, I still cannot fathom the idea of one person being a citizen of more than one country - but I am not going to argue either.

You've mistaken filing for taxes to paying your income tax. It's true that you're legally required to file for taxes no matter where you live.

But an American doesn't need to pay income taxes on an income of less than 95 grand. Essentially, you will only get taxed unless you make that much.

Also, why'd you assume that those that want dual citizenship wish to live in Nepal?

Over the past 2 months, I've met more than 15 American Nepalese in Nepal. Almost all of them are naturalized US citizens but live in Nepal because they saw US citizenship as a safety net. And yes, that's the biggest reason why most immigrants, despite having a green card, wish to naturalize as they can stay out of the US for as long as they wanted without facing problem returning home.

I'm certainly not a tax expert but I have never heard this before. Would you mind sharing a link where this is stated?

When did I assume that? If you read my post, I clearly stated both cases where the dual citizen would either live in Nepal or US.

I agree, US citizenship provides the safety net; and if I am not paying any taxes to US government, I'd sure love to have that blanket.

I'm not a hundred percent on 95k but I'm pretty sure that's the figure IRS goes by. You might wish to contact your tax rep for confirmation.

Also, you'd need to have lived outside the US for over 330 days to "qualify".

Taxing is not issue, if your income is below certain threshold then you don't pay tax, but you have to file one. If you make bunch, you pay tax, this is not big deal, lot of expats are doing this for years, and there is conversation going on for getting rid of double tax.

For people who want give shot at Nepal, nepal's lack of clearity in it's policy for people who are Non resident or potential non resident is big issue. They need address this soon, for first generation migrant who took citizenship of other countries and their immediate kids. I personally know at least dozen decent people who wanted to give shot at Nepal for business or professional job after taking US citizenship but are discouraged because of this issue for them and their kids who are born in US. One of them is still sponsoring education of 10-15 marginalized kids in Nepal.

But also this is also not really big priority for country which doesn't have constituation. 20-25 yrs may not be much for countries history but that is one persons active work life, Nepal has already lost generation on political mess and in verge of losing other. I don't think minister like the one bitching abt duel citizenship unserstand it clearly or even she cares. If they would have cared , we would not be discussing this today. May be we should change name of citizenship and called some things elsc for scaled down version of citizenship, to me it looks like all these stupid politicians are scared with name of citizenship.

And also just like every thing elsc nepal, people of Nepal including ourself has to take some blame. We are the one who vote and make leader/ political party. We go to listen their crap, and follow them to rally. I don't get who went to listen to her in NY, if they follow Nepal and its politics carefully, they shouldn't be calling her to event and ask question. She doesn't have power or argument to make make any decision any way. We should do some research and bring on some respected member of political party who may do little good for our motherland though it's hard to tell any single such leader at present. Stop bringing crappy and corrupt leader to US and feed them in exchanges for one photo session. This act no better, then follow corupt mofo leader in street of kathmandu for one meal of masubhat .

The day people of Nepal start selecting right leader or start vetting their leader, we will be living in most beautiful place to live in earth, it may not be developed county like western county but will definately be beautiful and peaceful place to live in.
