atomic bro,
ma pani similar situation ma thiye. Ma WA state gayein ra DL banaaera aaein. Timi sanga valid DL hunu parchha. You gotta have a valid WA address. They will make you write some information on a piece of paper like, SSN, Phone number, Address and you have to pay $80 and they will send your 5 yrs DL in mail ( no exception-- for all 5 years).
IF current DL is expired you will have to take written, practical exams too. But they all could be done in 3 days ( since these are all outsourced--driving schools conduct written and practical exams and you go to BMV only for you r DL application). However, since WA does DL for all--I mean ALL they are expensive though. If your current DL is expired, by the time you got your new DL it will cost you about $300. On thing though try going the office where Mexicans work ( the white ppl tend to give hard time). I have heard OR, IL, NM also has this provision, but WA is tried and tested. It worked ;).
Good luck. Hope this helps.
Check Mariland, ( you must have friend to use the address) I heard it is friendlier and heard NH is the worst. Even to GC holder has to go to head quarter.

IL gives 4-5 years of DL if your OPT is valid for at least 3 months. source: current IL resident.
WA gives 5 yrs for all PERIOD.
And also in IL ,they give your DL right away.
Guys, I suggest u to go to Nebraska, they give you DL right away, all u need to prove that u r resident of NE ,U don't have to wait the DL in mail, u will be GIVEN DL RIGHT AWAY THEY WILL PRINT UR DL IN FRONT OF U AND IT IS GOOD FOR FIVE YEARS BUT U NEED DL FROM OTHER STATE OTHERWISE EXAMS TEHI TA HO BRO
