Usually there is 10% federal taxwitheld and depends on state's rule, some state has mandetory withheld. If you are a first time home buyer or paid for health expenses over 7.5 % of AGI , will not be panalize for premature withdral.

If the amount is less than $1,000 you can withdraw without any penalty or tax for rest you pay 10% tax. Contact you company HR.
