Non-resident Nepali (NRN) card cost $500+$20; isn't that a little too expensive?

 just thought the NRN card cost of $500 + $20 is a little too expensive. 
Most NRNs who have jobs or settled here usually only go to Nepal for less than/equal month/year. The Nepal visa cost is $ 40 for 30 days. 
since NRN card is valid for 10 years from the date of issuance, it would be about $400 visa amount. 
I understand with NRN card you can own property in Nepal, however for some people who have been outside Nepal it's not the primary objective of going to Nepal, or having to renew the NRN card is discouranging. 
Rather the whole process of connecting non-resident nepalis should have been inviting and welcoming.
I was curious about how they justify or come up with the cost of  $500 for NRN cards.

 If you happen to be a citizen of a developed country, paying $550 shouldn't really be that big of a problem, tbh.

H1b visa fee which is just for 3 years costs about 4.5k and you don't complain but you are complaining about $500 dollar for10 years visa. Do the math son and tell me why it is expensive.

There should be a better way of 'donating ' to motherland. Giving more money to the government is not one of them.
Wish they had a better visa system for visitors . Getting visa every time you go is not as convenient as getting a 5-10 year multiple entry.
It is in general pretty convenient though because of the fact that you can at least get a visa at the airport .

There is no reason to support and pay for NRN organization. Instead, we should ask government to implement dual citizenship. In this way, we can carry Nepali passport not NRN card. I hate to call NRN or be NRN status.

America's taxpayers money goes to War, Wall street bail out. (GOV is rch, People are poor)
Nepal's taxpayers money goes to people of Nepal ( Netas, government officials at all stages etc) (GOV is poor, people are rich including you all)
Every country is same one way or another.
